Job Description:

The Deputy Chief Operating Officer (DCOO) supports the COO in delivering the Trust’s operational plan, with delegated responsibility for managing delivery of services across the organisation. Working with Divisional and Corporate teams, the DCOO has day‑to‑day oversight of operations and is responsible for ensuring services are safe, fit for purpose, compliant with standards and robustly planned.

  • Oversee day‑to‑day operations and ensure services are safe, fit for purpose and compliant with standards.
  • Coordinate and resolve Trust‑wide issues and make decisions on escalation to COO and other executives.
  • Implement improvement and transformation initiatives at Trust and system levels in partnership with the Executive team and local partners across Bristol, North Somerset and South Gloucestershire (BNSSG).
  • Deputise for the COO at Trust and system national levels.
  • Account for delivery of national access standards: Urgent and Emergency Care Standards; Planned Care (Referral to Treatment, Cancer Waiting Times, Diagnostic Waiting Times); Efficiency and productivity improvements in theatres and outpatients; Performance reporting and assurance; Trust‑wide capacity planning to support timely care.
  • Ensure all access policies are compliant and updated in line with national guidance and provide training to all staff.
  • Maintain consistent and robust waiting list systems and processes for elective and emergency waiting times, actively managing them.
  • Lead implementation of the Trust’s Bed model, strategic plans for efficiencies and patient flow improvements.
  • Lead the Trust’s Cancer Management work, implementing the Cancer Strategy and annual peer review cycle, meeting national standards.
  • Manage the Senior Manager on‑call rota, developing SOPs and training for on‑call directors and managers, ensuring management of operational risks and contingency plans.
  • Support delivery of savings for the Operations Directorate and improve financial information and budgetary control processes.

Person SpecificationEducation

  • Master’s level education or equivalent relevant experience.
  • Evidence of post‑qualifying and continuing professional development.

Work Experience

  • Substantial recent experience in a management/lead role in optimising flow within complex planned and unplanned care pathways.
  • Demonstrable experience of leading multiple stakeholders to deliver a performance objective and ensure that it is sustainable.
  • Experience of effective partnership working with internal and external stakeholders.

Knowledge / Skills / Abilities

  • Extensive leadership and operational management experience in a medium/large acute healthcare provider setting.
  • High level of operational planning and organisational skill and a track record of delivery.
  • Strong communication and relationship skills, including proven ability to build relationships with senior leaders and partners within the organisation and externally, and to deliver complex, sensitive and sometimes contentious corporate messages. xwzovoh
