Job Description
As a Civil, Structural & Architectural (CS&A) Responsible Engineer (RE), you will manage the CS&A design and engineering aspects of the programme, meeting the specific needs of the nuclear licensed site requirements. Your responsibilities include leading and managing CS&A designers, ensuring delivery on time, within budget and technically compliant, while guaranteeing all designs are safe, sustainable and efficient to construct.
The role is based in Manchester, with desirable travel to Risley, Warrington and Cumbria up to 2 days per week. This 15‑year contract will deliver critical utilities infrastructure upgrades at Sellafield’s Cumbria decommissioning site, with an initial term of nine years and an option to extend by a further six years.

- On‑site steam distribution system & support structures

- Off‑site water supply and distribution system including domestic water treatment plant & storage reservoirs
- On‑site compressed air generation & distribution system
- On‑site bulk chemical storage tanks & associated equipment
- Demineralised water treatment and conditioning plant
- On‑site chemical distribution system & support structures
- Sewage treatment plant
- Improvements to rail and road tanker off‑load facility
Responsibilities
Key Responsibilities
Control Relationships
Establish collaborative working relationships with the client, Costain, external partner design teams, project staff and supply chain. Build strong interpersonal connections within the wider Costain CS&A Engineering functions.
Delivery Culture
Be a visible leader and develop a programme‑led design delivery culture across the Programme. Embed the principles of carbon minimisation, production thinking / MMC, reporting on design progress and technical risks, and ensure designs contribute to improved project quality and sustainability goals.
Design and Engineering Management
Set out the CS&A design and engineering needs, check they are clearly defined, implement the engineering strategy, and be accountable for the Design Management Plan. Contribute to process development, ensure scope is established appropriately, and enforce quality control of design deliverables.
Design Change
Oversee the management of CS&A design change, systematically challenge the need for change and support programme and project teams in managing contractual correspondence.
Outcome‑Focused
Provide judgment and advice, influence procurement and construction teams, and create optimised solutions to meet programme objectives.
Knowledge, Skills and Experience
Essential
- Authority in CS&A design
- Experience of utility infrastructure design
- Technical management skills to review CS&A design deliverables
- Experience of implementing strategic objectives and managing change
- Extensive knowledge of UK legislation and standards
- Awareness of risk identification, quantification, management and HSE requirements
Desirable
- Extensive experience of setting up and/or operating EDMS and design workflows
- Experience leading broader engineering aspects such as information management, quality or assurance disciplines
- Nuclear sector experience preferable, with experience across multiple infrastructure markets desirable
- Experience of developing and implementing procurement and contract strategies for design
Qualifications
Essential
- Bachelor’s degree / Engineering or management apprenticeship with industry experience
- Chartered member of a professional institute (MICE, MIStructE or RIBA)
- Project Management training / skills
Desirable
- Master’s / postgraduate degree (preferred)
- Other secondary professional qualifications and training (e.g. MAPM, MCIarb , MICW etc)
