This role will be pivotal in develop our healthy ageing strategy and implementation plan for Leicestershire. Adopting the WHO Age Friendly Communities approach, the role holder will develop a departmental healthy ageing toolkit to support age-friendly commissioning and policy development across Public Health services and wider Council, work with health and social care partners, Corporate Services and academic partners to realise opportunities presented through smarter use of data for prevention and early intervention and establish mechanisms to ensure that the voice of older residents is front and centre.
Main duties of the job
- Lead relevant Public Health commissioning across Leicestershire and Rutland County Councils (where agreed), working with commissioning colleagues and external stakeholders to ensure services meet the needs of the local population, including creation of service specifications.
- Undertake robust health needs assessments and use these to inform the on-going development and implementation of national and local strategy and action plans.
- Provide specialist public health advice in line with evidence-based practice.
- Advise and work closely with commissioning colleagues across Health and Local Authority to support the commissioning decisions and practices of other organisations within the health system in relation to healthy ageing.
- Lead on the delivery of evidence-based public health action that will enable local health needs of older people to be addressed and which in turn fulfil the requirements of local related and national drivers and performance indicators.
- Provide a specialist public health link between localities, working closely with Community Services, PCNs, ICBs and district councils across a range of public health issues and health inequalities relating to healthy ageing.
- Exercise control of budgets, managing them effectively through monitoring systems, forecasting and annual budget setting processes.
- Provide the lead for the Public Health Department for healthy ageing, working with the lead consultant.
- Deputise for the Public Health Lead Consultant when necessary.
- Proactively seek integration opportunities with other areas of Leicestershire County Council and Health Organisations and build partnerships with outside agencies in relation to healthy ageing.
- Identify and develop new commercial opportunities to generate income and manage costs effectively.
- Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches inline with Council policies.
- Perform any other duties commensurate with the general duties of this post.

Experience
- Experience of working with a Local Authority, Public Health or multiagency partnership setting
- Experience of identifying and developing new commercial opportunities to generate income and managing costs effectively.
- Comprehensive experience of developing, facilitating and leading partnership working to ensure an integrated and connected approach across departments and organisations.
- Experience of developing and implementing strategy in a complex, multi-professional and multi-organisational environment
- Demonstrable experience of meeting challenging deadlines whilst managing a highly sensitive workload with multiple competing priorities, whilst maintaining calm, order and rigour
- Experience of working successfully with senior managers and leaders.
- Significant experience of leading and managing people across several projects within multiple disciplines, setting clear priorities and objectives and negotiating and implementing effective outcomes.
- Experience of identifying opportunities and using creative thinking for service development and working with others to implement change.
- Identifying, assessing and monitoring the health needs of the local population and devising programmes to address needs based on evidence.
- Delivering evidence based public health action that will enable local health needs to be addressed and which in turn, fulfil the requirements of national drivers and performance indicators.
- Management of large budgets and the ability to forecast expenditure accurately.
- Working with minimal supervision, analysing complex issues and taking a creative, solution-focussed approach.
Qualifications
- A professional qualification at Masters level or above relevant to Public Health
- Formal training in either healthcare management, service improvement or project management disciplines.
