Join to apply for the Head of Finance Delivery role with PSPS (Public Sector Partnership Services), a Local Authority Trading Company owned by East Lindsey District Council, South Holland District Council and Boston Borough Council. The role leads the SHDC business partnering team to deliver robust financial management for a District Council with a Housing Revenue Account, within a wider support network of finance peers.
Responsibilities
- Lead the SHDC business partnering team and ensure robust and effective management of the Councils' finances.
- Provide strategic leadership to enhance decision-making, support financial planning, and ensure compliance with legislative and policy requirements.
- Coordinate, plan, and deliver comprehensive financial management and advice, making a significant impact to client Councils.
- Work as part of a wider Finance Senior management team to develop departmental solutions.
- Oversee budget monitoring for revenue and capital, ensuring timely and precise financial reporting.
- Develop and implement effective financial controls and procedures and collaborate with the statutory Section 151 to ensure robust financial management.
- Support Budget Managers through guidance and training; focus on ongoing development of the finance team and promoting a positive culture.
What You'll Bring To The Role
- Full CCAB qualification (such as CIPFA/CIMA) with ongoing CPD.
- Proven experience in managing and leading finance teams delivering yearly budgets, management accounts, year-end publications, and other in-year returns, with aptitude to delegate and engage teams to high performance.
- Experience in Local Government Finance and strong knowledge of financial systems and Excel; excellent communication and interpersonal skills; ability to meet deadlines and adapt to changing demands.
- Ability to plan and organize a complex and varied workload; confident communication with colleagues, customers, and stakeholders; professional work approach.
- Willingness to commute between sites across Lincolnshire and organise own travel to attend PSPS offices and other worksites as required.
