PMO Manager

Location: Exeter, Plymouth, or Weston-Super-Mare (Hybrid)

Salary: Up to £55,000 p.a. plus performance bonus

Contract Type: Permanent, Full Time (37 hours per week)

As PMO Manager, you will provide centralised governance, oversight, and assurance across Delt’s project portfolio – ensuring projects are delivered consistently, compliantly, and transparently, in line with the Delt Project Delivery Framework.

You won’t be managing delivery teams day-to-day. Instead, you’ll sit above the detail; setting standards, challenging where needed, strengthening governance, and giving senior leaders absolute confidence in how projects are progressing, how resources are being used, and where risks sit.

This is a role for someone who is comfortable operating at pace, confident engaging senior stakeholders, and not afraid to ask the difficult questions when something doesn’t look right.

What you’ll be doing:

  • Providing consistent governance and assurance across the project portfolio, ensuring adherence to the Delt Project Delivery Framework
  • Proactively monitoring compliance and escalating risks, issues, and non‑compliance to protect delivery outcomes, quality, and value
  • Ensuring high‑quality project reporting is produced and shared with customers and stakeholders, offering clear visibility of progress, risks, and budget performance
  • Identifying and escalating cost and schedule exceptions, clearly setting out impacts and corrective actions
  • Leading portfolio‑level analysis and producing governance reports that demonstrate alignment to strategic objectives and support data‑led decisions
  • Working closely with Portfolio Managers and wider Delt teams (including Customer Relationship Management and Customer Architecture) to support effective customer delivery
  • Providing accurate resource and capacity reporting to enable effective utilisation of Delt teams
  • Owning and managing Delt’s project management toolsets, ensuring data accuracy, consistency, and fitness for purpose
  • Driving high data quality standards through regular review, cleansing, and improvement activity
  • Acting as a critical friend to delivery teams – offering constructive challenge, peer review, and guidance to strengthen planning and delivery standards
  • Embedding consistent project planning standards and maintaining clear accountability frameworks for PMO actions
  • Building organisational capability by providing training, guidance, and expertise in project management tools, processes, and best practice
  • Leading forecasting and recommending resource profiles over a rolling 12‑month horizon to meet Project Services demand
  • Providing line management and leadership to PMO Support, ensuring clarity, development, and high performance

What we’re looking for:

  • Proven experience leading or managing a PMO within a large, customer‑focused organisation handling high‑volume, complex project portfolios
  • Experience working across multiple stakeholders with competing priorities, including senior leadership teams
  • Strong knowledge of project governance frameworks, assurance models, and reporting standards
  • Expertise in project management toolsets (e.g. MS Project or equivalent portfolio tools) and formal project management qualifications
  • The confidence to challenge constructively, influence decisions, and hold others to account
  • Excellent communication skills, with the ability to present complex information clearly and persuasively
  • Line management experience, with the ability to coach and develop others
  • Strong analytical skills and a data‑driven mindset
