Base pay range
Salary: The starting salary is £38,926, which includes allowances totalling £2,928.
The salary is broken down as £35,998 basic salary, which will increase annually until you reach the top of the scale £38,523. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: Hendon, Sidcup, Westminster
3 days per week in the office split between the above locations

Job Summary:
As a Learning Programme Designer within the Learning Solutions team, you will design and deliver high-quality, impactful learning programmes that support leadership capability, operational effectiveness, and continuous professional development across the Metropolitan Police Service.
You will play a critical role in the design and delivery of learning within the Leadership Academy, shaping modern, scalable, and blended learning pathways for officers and staff at every rank.
Alongside this, you will contribute to the development of programmes across other priority areas including public safety, specialist crime, officer safety, first aid and organisational change.
Blending instructional design expertise with programme design capability, you will work closely with subject matter experts (SMEs), policy leads, delivery teams and digital designers to produce learning that is engaging, inclusive and aligned with national policing and organisational standards.
Key Responsibilities:
- Lead on the design of learning programmes for the Leadership Academy, supporting progression, talent development, and leadership effectiveness across the organisation.
- Apply best practice in instructional design to develop content using blended approaches—e-learning, workshops, virtual classrooms, scenario-based learning, and coaching frameworks.
- Translate operational and policy-based content into accessible, learner-focused experiences aligned to business objectives.
- Develop and structure curriculum pathways that reflect the complexity and nuance of real-world policing roles.
- Design learning solutions that meet SCORM and accessibility standards for seamless integration into the MPS Learning Management System (LMS).
- Create and revise high-quality assessment materials aligned to College of Policing or internal performance standards.
- Evaluate programme outcomes using frameworks such as Kirkpatrick and learner analytics to inform iteration and continuous improvement.
- Support business change and learning transformation by embedding learning within organisational priorities and change initiatives.
- Act as a subject matter partner for learning design across high-risk or high-impact areas of the police curriculum.
- Develop and implement assessment strategies, including assessment specifications aligned to learning objectives and training outcomes.
- Utilize instructional design methodologies (e.g., ADDIE, SAT) and adult learning principles to ensure learning experiences are impactful, relevant, and sustainable.
- Translate complex operational and policy information into clear, interactive, and engaging learning experiences by designing structured blended learning curriculums using Learning Objectives (LO’s), Enabling Objectives (EO’s), and Key Learning Points (KLP’s) to ensure clear learning outcomes are met.
- Apply appropriate learning taxonomies (e.g., Bloom’s) to define learning levels and structure content accordingly.

Essential Experience and Knowledge:
- Proven experience in instructional design and curriculum/programme design in a large or complex public service environment.
- Skilled in designing blended learning experiences using structured methodologies (e.g. ADDIE, SAM, Design Thinking).
- Experience developing learning pathways aligned to leadership development or organisational capability frameworks.
- Strong ability to structure content and build logical learning flows that promote engagement and retention.
- Awareness of digital pedagogy, accessibility standards and learning technology integration (e.g. LMS platforms, SCORM).
- Excellent stakeholder management skills, including confidence working with senior leaders and SMEs.
- Recognised qualification in L&D, instructional design, or programme development (e.g. CIPD Level 4+, PGCert, equivalent).
- Experience in policing, emergency services, or similarly regulated environments.
- Knowledge of learning analytics, adaptive learning design, or immersive learning formats.
- Familiarity with Cornerstone OnDemand or other enterprise LMS platforms
