Pre-Construction Project Engineer (Delivery)

We’re looking for a proactive, detail‑driven Pre‑Construction Project Engineer to shape our projects from the very beginning. In this role, you’ll help bring clarity, structure and technical insight to the Pre‑Contract phase ensuring every project starts on a strong foundation.
As a Project Engineer, you’ll bring together insights from our Operational and Matrix teams to shape a reliable Target Cost, produce a thorough Risk Register, and create early Delivery Plans that set each project up for success. You’ll also strengthen the commercial position of each project through detailed design and subcontract procurement and lead the development of a fully considered Delivery Plan before any work begins on site.
What you will be doing:
- Review design partner deliverables to ensure full compliance with contractual, design and regulatory requirements, delegating where appropriate.
- Support the procurement team by reviewing tender specifications, addressing technical queries and assessing tender submissions.
- Plan, coordinate and deliver pre‑construction surveys, testing and inspections to support design development.
- Prepare and review documentation required for client approvals and internal governance processes.
- Act as a key technical interface with the client, including managing the issue and closure of technical waivers.
- Ensure a smooth and well‑coordinated transition from pre‑construction into the operational delivery phase.
- Manage and deliver small to medium packages of work ready for handover to the operational team.
- Provide technical input into the project programme and support collaborative planning activities.
- Capture, share and embed best practice to support continuous improvement across the team.
About You:
- HND/HNC in a Mechanical, Electrical, Civil or Architectural Engineering discipline (BEng/MEng desirable).
- Strong background in construction/engineering within Water/Wastewater or related sectors.
- Valid SMSTS and CSCS card.
- Strong written and verbal communication abilities.
- Technically competent with good commercial and contractual awareness.
- Well organised, deadline‑driven and able to manage multiple priorities effectively.
- Confident delivering presentations to a range of audiences.
- Proficient IT and computer skills.
- Positive, proactive “can‑do” attitude.
- Ability to perform in a team environment.
