Job Description:

Responsibilities

  • Ensure that statutory and other provisions governing or affecting the running of the Council are observed.
  • Monitor and balance the Council’s accounts and prepare records for audit purposes and VAT.
  • Ensure that the Council’s obligations for Risk Assessment are properly met.
  • Prepare, in consultation with appropriate members, agendas for meetings of the Council and Committees, attend such meetings and prepare minutes for approval.
  • Attend all meetings of the Council and all meetings of its committees and sub‑committees (unless duties have been delegated to another officer).
  • Receive correspondence and documents on behalf of the Council, deal with them or bring such items to the attention of the Council, and issue correspondence following Council instructions or policy.
  • Receive and report on invoices for goods and services to be paid for by the Council, ensure their payment, and issue invoices on behalf of the Council.
  • Study reports and other data on Council activities, discuss with administrators and specialists as appropriate, and produce reports for circulation and discussion by the Council.
  • Draw up, on own initiative or from councillor suggestions, proposals for consideration by the Council and advise on practicability and likely effects of specific courses of action.
  • Supervise other staff members as line manager in line with Council policies, and handle all necessary activities related to salary, employment conditions, and staff work.
  • Monitor implemented policies of the Council to ensure they achieve desired results, and suggest modifications where appropriate.
  • Act as the representative of the Council as required.
  • Issue notices and prepare agendas and minutes for the Parish Meeting, attend Parish Meeting assemblies, and implement decisions agreed by the Council.
  • Prepare, in consultation with the Chairman, press releases about Council activities or decisions.
  • Attend training courses or seminars on the work and role of the Clerk as required.
  • Manage and upkeep the parish website: ensure it remains a reliable and accessible source of information for the community, publish meeting agendas, minutes and other statutory documents, review and update website content, monitor website functionality, coordinate with technical support and make improvements for user experience, accessibility and compliance with legal requirements.

Qualifications

In accordance with Part 7 of the Immigration Act 2016 (Fluency Duty), the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.

Compensation & Work Arrangement

Salary: Scale LC1, SCP5, equivalent hourly rate £13.26. Hours: 7 hours per week. Place of work: Working from home, with attendance at meetings as required.
