About the role

Our Housing Service is committed to safeguarding the well‑being of our residents. With approximately 10,000 council homes and 2,000 leaseholder properties under our care, ensuring the safety of our residents is paramount. We are seeking an Assistant Director for Housing Repairs and Planned Works to join our talented team within the Housing Service.

In this pivotal role you will be responsible for leading the strategic direction of the repairs and planned maintenance service, collaborating with teams across the council and key external partners to ensure the council’s housing portfolio is well‑maintained and secure. You will advise senior leadership on high‑level and complex repairs matters, driving service improvements and ensuring residents receive a timely, responsive service.

You will manage complex relationships, including politicians, key stakeholders and partners, residents, and a range of services across the council at a senior management and operational level.

You will spearhead the delivery of the council’s planned works programme, to deliver the council’s decent homes targets, energy efficiency ambitions to create a living environment that is both sustainable and safe for generations to come.

Efficient and effective contract management, in accordance with our organisation’s performance framework, is paramount in ensuring the continued safety and security of our residents.

As a strategic leader in the Housing Assets service area, your leadership will also play a pivotal role in contributing to Mission Waltham Forest. Key responsibilities

We are looking for a determined and dynamic senior leader with a background steeped in housing, assets or property services who is a natural collaborator, skilled in building effective strategic and operational relationships, with the ability to influence across a broad spectrum of internal and external partners. As this is a critical role within the Housing Assets service, it will be important that you have a strong business and political acumen, and be comfortable to hold your teams, peers and leaders to account.

You’ll be fluent at managing strategic programmes of work, bringing creative and innovative new ideas, whilst balancing the financial and risk challenges in a Local Government context.

You will have a collaborative leadership style that encourages the team to be ambitious and innovative, and will also hold inclusivity at the heart of your work to bring about better outcomes for our residents and our workforce.

Responsible for the delivery of responsive and planned repairs & maintenance across the Council’s housing stock.

Ensure effective financial management of the Council’s housing repairs & maintenance programme, including cost control and income maximisation in an ever‑changing environment, including fluctuating demands and priorities.

Ensure effective resources, communications and engagement strategies are in place and drive the delivery of large and complex Repairs & Maintenance programmes.

Ensure contracts are managed efficiently and effectively in accordance with the organisation’s performance framework.

Lead and contribute to business planning, budget management, identifying service improvements, and harnessing technology to deliver services that demonstrate value for money, and achieve high levels of service performance and resident satisfaction.

Managing a team of approximately 40 people.

Close collaboration with the Assistant Director for Strategic Asset Management and Compliance, to ensure effective working across the Housing Assets service.

Qualifications and Requirements

Educated to Degree level.

Relevant RICS and/or CIOH qualifications are desirable.

Continued professional body registration (Desirable).
