The Regulatory Outsourcing Officer manages the governance, risk, and compliance framework for third-party arrangements, ensuring adherence to regulatory obligations.
Responsibilities
- Outsourcing Governance: Implementing and executing outsourcing policies, frameworks, and procedures to mitigate risks.
- Regulatory Monitoring: Keeping abreast of evolving local and regional regulatory requirements (e.g. Central Bank of Ireland, EBA, FCA) and assessing their impact on business operations.
- Risk & Control: Maintaining oversight of third-party vendors and service providers, including supporting due diligence and risk assessments.
- Reporting: Preparing reports and MI for Committees and Senior Management as required.
- High quality KPI monitoring and identification of proposed metrics for successful outsourcing controls and understanding where and when problems arise.
- Support with contract negotiations with service providers and coordination of the contract contents with the legal department, and as required internal and external key stakeholders.
- Managing planning and risk analysis of outsourced arrangements (including coordination and communication with other functions) including assessment of criticality and materiality of (planned) outsourcing.
- Ongoing management of outsourcing risk (including concentration risk).
- Coordinating meetings to ensure that any shortcomings of outsourcing providers are correctly addressed.
- Maintaining the Outsourcing Register and raising awareness and providing training in respect to outsourcing.
- Supporting the departments in designing monitoring and control measures annual status reports for outsourcing to management.
- Oversee and coordinate outsourcing as first line of defence control function
Qualifications
- Degree (e.g. business administration, economics, business law, law or comparable).
- Expertise in the field of financial services companies.
- Knowledge of the drafting of contracts including SLAs and KPIs for service provider monitoring and control.
- Proven experience in IT service management.
- Strong conceptual and analytical skills
- Communication and influencing skills, and assertiveness.
- Financial savvy, results driven
- Analytical and commercial
