Our team is looking for a Housing & Development Programme Manager to join us to support the progression of our Ten Year Accommodation Strategy in Hertfordshire alongside the management of a small team, specialist care consultancy frameworks, while bringing housing development expertise and experience.
This will include the delivery of housing for people supported by Adult Care Services, directly or through development partners, attracting external funding to deliver better outcomes in line with the Care Act, prevent and delay interventions and increase the wellbeing of the people we support.
You will play a key role in delivering the 10‑Year Accommodation Strategy by developing strong strategic partnerships and driving investment in supported housing across the county. Working closely with programme sponsors, you’ll help define programme scope, outcomes, governance and business justification for major strategies including Extra Care, Adult Disability Services, and Nursing Accommodation.
You’ll build effective relationships with housing partners, developers and registered providers to deliver new supported housing schemes, securing capital funding from a range of internal and external sources. This includes preparing high‑quality business cases and reports for senior leaders and members.
The role involves leading cross‑organisational project teams, providing strategic direction for project managers, and ensuring programmes are delivered on time, within budget and to agreed quality standards. You will oversee benefits management and support the delivery of compliant schemes under the Supported Housing Regulatory Oversight Act.
You will also represent Adult Care Services at District Supported Accommodation Boards, influencing internal colleagues, district councils, and regional partners to support the aims of the strategy.
This role offers the chance to shape both development programmes and construction projects—from early business cases to opening new supported accommodation. You’ll work closely with stakeholders through coproduction and ensure value for money in a challenging economic climate.
