Homes England is launching the National Housing Bank, a new government‑backed investment platform to accelerate housing delivery across England.

The National Housing Bank is a new government‑backed financial institution within Homes England. With 16bn in capital, it will unlock private investment, support regeneration and accelerate housing delivery across the UK. As Head of Fund Management, you will shape how National Housing Bank governs, allocates and optimises capital, ensuring investment activity is disciplined, data‑driven and aligned with national housing priorities. This is a high‑impact leadership role at the heart of a new national financial institution.

Responsibilities

  • Design and embed NHB’s capital governance, allocation frameworks, and portfolio modelling.
  • Monitor capital deployment, returns, stress tests and economic capital limits.
  • Provide portfolio‑wide insight: performance trends, risk indicators, pricing discipline.
  • Lead forecasting, scenario analysis, stress testing, and decision‑grade reporting.
  • Improve systems, controls and forecasting processes to enhance operational quality.
  • Coach and develop team members, building a high‑performing fund management culture.
  • Work across NHB and Homes England teams – Loans, Equity, Guarantees, Finance, Risk, Operations – to ensure joined‑up capital deployment.

Candidate Profile

  • Strong fund management, banking or investment experience.
  • Knowledge of debt, equity and guarantee products.
  • Expertise in capital frameworks (Basel III/CRR), stress testing, portfolio forecasting.
  • Advanced financial modelling and reporting skills.
  • Experience managing teams or sub‑functions.
  • Ability to translate complex data into actionable insight.
  • Excellent stakeholder skills, comfortable engaging at Executive and Board level.
  • A confident problem solver, adept at structuring ambiguity and collaborating across functions.

Experience with risk management and governance is highly desirable.
