Overview

Two opportunities have arisen for an Intelligence Development Officer (IDO) to join the Threat and Performance Department in the South East Regional Organised Crime Unit (SEROCU). One role is within the Regional Organised Crime Threat Assessment (ROCTA) team and the other within the Tackling Organised Exploitation (TOEX) Team. Intelligence Development Officers lead the development of information concerning serious organised crime (SOC) activity and support analysts in producing analytical products.

ROCTA – Intelligence Development Officer

The Regional Organised Crime Threat Assessment (ROCTA) team delivers a consistent, high‑quality understanding of SOC risk across the South East. This central, high‑impact role involves managing Organised Crime Groups (OCGs), developing intelligence on SOC activity, and supporting analysts in producing high‑quality assessments. Your work will influence how agencies identify, assess, and respond to complex criminal threats.

  • Undertake comprehensive threat assessments of known SOC threats by bringing together intelligence from police forces and partner agencies to build a complete picture of SOC risk.
  • Conduct robust intelligence development on OCGs across a wide range of crime types to identify new and emerging threats.
  • Draw evidence‑based conclusions from intelligence assessments and present them confidently to customers, providing clear, intelligence‑led reasoning to support decisions and address queries.
  • Apply a standardised process that ensures delivery of consistent, robust risk assessments guiding operational priorities and resource allocation.
  • Enable effective risk management that supports strategic decision making and resource allocation by ensuring risks are clearly understood and prioritised.

As a ROCTA IDO you will be at the centre of prioritising operations against the greatest threats and delivering maximum disruptive impact on SOC.

TOEX – Intelligence Development Officer

TOEX is a team focused on improving the response of UK Law Enforcement to the exploitation of the most vulnerable in society. The department provides intelligence support to operations across Force, SEROCU and partners. TOEX delivers insightful intelligence development to connect pieces of the puzzle and inform decision making at local, regional, and national levels. The exploitation landscape is complex and TOEX develops sophisticated solutions to address it.

TOEX works on developments involving all types of exploitation of people including Child Sexual Abuse Material (CSAM). Please note this role will occasionally expose you to elements of CSAM.

  • Work with intelligence analysts and customers to develop clear terms of reference and provide an efficient service to support managerial, operational and investigative decision making.
  • Prepare and present intelligence findings in appropriate products; summarise clearly, concisely and accurately key research findings.
  • Monitor and maintain intelligence sources; write and submit applications for telecoms data under RIPA legislation and manage the resulting product and research content in line with SIO/Investigators telecoms strategy.
  • Support the analytical function with specialist Internet Intelligence and Investigations research using open-source techniques.
  • Complete intelligence products and applications, and undertake detailed research and development of identified subjects using all available intelligence systems.

You will also work with the National TOEX network to develop and create innovative technology to evolve with the growing complexity of exploitation in crime.

Requirements and Benefits

Desirable: previous experience in an intelligence environment. If new to law enforcement, training will provide grounding in UK policing and access to systems and tools used to track organised crime groups. Training includes progression towards IPP (Intelligence Professionalisation Programme) accreditation, to be completed while in post if not already obtained.

The role is hybrid with home and office working; a minimum of 2 days in the office. Flexibility in working hours and occasional travel may be required. A full UK Driving Licence is essential.

Security vetting is required. Candidates must have resided in the UK for the past five years (exemptions may apply for overseas or other diplomatic service). Vetting level SC and other enhanced checks apply.
