About the Role
An opportunity has arisen for an experienced and driven Pre-Construction Manager to join a specialist fire safety organisation operating within the social housing sector, delivering M&E active fire solutions across the UK.
The business works closely with housing associations, local authorities, and property owners to support the delivery of compliant, safe, and high-quality fire protection systems within residential environments. This is a key role within the M&E division, supporting pre-construction activity across multiple projects in a fast-paced, collaborative setting.
You will work closely with estimating, design, commercial, and operational teams to ensure tenders, proposals, and early-stage project planning are delivered accurately and efficiently. While you do not need to be a fire specialist, a solid understanding of M&E frameworks, project delivery, and tendering processes is essential.

Key Responsibilities
- Lead and manage pre-construction activities across M&E active fire projects
- Review, interpret, and respond to tender documentation and client requirements
- Coordinate with estimating, design, commercial, and operational teams
- Develop and submit competitive, high-quality tender bids and proposals
- Identify risks, opportunities, and value engineering options early in the process
- Support project handovers from pre-construction to delivery teams
- Build and maintain strong relationships with clients, consultants, and stakeholders, particularly within social housing frameworks
- Ensure compliance with relevant frameworks, standards, and internal processes
- Contribute to continuous improvement across pre-construction processes
Requirements
- Proven experience in a pre-construction, bid, or project management role within M&E or construction
- Strong understanding of M&E frameworks, tendering processes, and project lifecycle
- Experience working within social housing, public sector, or framework-based environments is highly desirable
- Ability to manage multiple bids and deadlines simultaneously
- Excellent communication, coordination, and stakeholder management skills
- Commercial awareness and attention to detail
- Proactive mindset with a strong sense of ownership and accountability
- Team player who thrives in a collaborative, fast-moving environment
Desirable
- Experience within fire protection systems or active fire projects
- Background working with Tier 1 contractors or structured framework agreements
- Familiarity with design & build (D&B) environments
