Job Description:

ASA Recruitment’s client, a Public Sector organisation in Edinburgh are currently looking to recruit a Lead Product Manager, for an initial 6 month contract (with potential extensions) on a rate c.£550-£600/day inside of IR35 (based on experience).

The Role:

Our client requires lead product management expertise to support the delivery of digital products and services. They require a Lead Product Manager capable of guiding multidisciplinary teams through the full product lifecycle, ensuring products are user centred, operationally robust and aligned to programme objectives.

Essential Skills & Experience:

  • Leadership in Agile delivery
  • Strong stakeholder engagement across government partners
  • The ability to define and realise product benefits.
  • The supplier must demonstrate capability in managing risks, resolving operational issues, integrating products with wider services, and driving continuous improvement.
  • Demonstrable experience of leading Agile, multidisciplinary product teams through the full lifecycle, selecting effective delivery approaches and ensuring user‑centred, value‑driven outcomes.
  • Proven ability to define and communicate product vision and benefits, translating complex technical or operational concepts into clear, actionable product decisions.
  • Excellent communication and engagement skills. This includes being able to engage and collaborate with a wide variety of stakeholders at all organisational levels and areas of expertise to align products with organisational objectives and service needs.
  • Proven experience of identifying, managing and mitigating risks within governance frameworks, resolving issues and ensuring products are operationally robust and well‑
  • Demonstratable experience of applying expert problem‑solving skills and coaching teams, driving continuous improvement across product delivery and service operations.
  • Comprehensive understanding of modern data platforms, integration patterns and data‑driven service design, enabling the delivery of secure, scalable and insight‑led digital products.

Desirable Skills & Experience:

  • Experience within the public sector in Scotland.
  • Experience working on large, data‑intensive national programmes.
