Job Title: Project Manager – Mechanical & Electrical (M&E)

Reports to: Senior Planned Maintenance Surveyor
Job Purpose
To lead the mechanical and electrical (M&E) delivery, commissioning, and handover of the Council’s Civic Centre project, ensuring a smooth transition into full operational use.
You will provide technical expertise, project oversight, and compliance assurance, ensuring systems are delivered on time, within budget, and meet all statutory and performance requirements.
⚙️ Key Responsibilities
- Lead M&E commissioning, testing, and handover activities, representing Facilities Management
- Ensure all systems (HVAC, ventilation, water, controls, etc.) are fully operational and compliant
- Develop and implement planned preventative maintenance (PPM) strategies
- Provide technical advice and guidance to project teams and stakeholders
- Review drawings, specifications, and contractor outputs
- Manage budgets, timelines, and contractor performance
- Conduct site inspections and oversee works in progress
- Support procurement and manage contracts and documentation
- Ensure compliance with building regulations, health & safety, and statutory requirements
- Monitor building performance and support BREEAM sustainability targets
- Identify and coordinate any additional works required pre-occupancy
