Job Description

The Scottish Public Pensions Agency is an Agency of the Scottish Government. Our principal role is to administer the pensions for employees in the National Health Service, Teachers’, Police and Fire-fighters’ pension schemes in Scotland.

Delivering the 2015 McCloud Remedy is a substantial project for the SPPA. This major legislative change, affecting over 200,000 members, is possibly the most complex we have ever managed, and significant resource has been dedicated to delivering the requirements. This product has been running for over 2 years and you will be accountable for the delivery of the annual benefit statements and pension savings statements for Remedy and non Remedy members.

In addition this role will support the legislative introduction of the government dashboard and our data management through I-Connect system to ensure we use API interfaces to update our data from employers.

Our Annual event management and our data governance are exciting and dynamic projects which moves in an agile way, often daily. With an established team already on the road to delivery, picking up the leadership of these projects will involve the Programme Delivery Lead to be experienced in programme delivery on a large scale.

Responsibilities

  • Line managing of workstream project managers, business analysts and delivery leads as well as short term contractors.
  • Function as the escalation point for resolving large or high-risk commercial management issues, ensuring fair and effective contractual relationships.
  • Mediate between stakeholders at all levels, managing expectations and moderating discussions on high-risk and complex topics.
  • Represent the programme effectively to diverse audiences including board level governance, both internally and externally, ensuring clear communication of programme goals and priorities and responsibility for employer and member communication delivery.
  • Manage the budgets across the programmes, effectively managing resources to achieve programme financial and milestone goals.
  • Find innovative solutions to unblock issues and overcome obstacles, ensuring continuous progress towards programme goals and optimising programme delivery effectiveness.
  • Ensure support to the operation when embedding programme deliverables into business-as-usual processing.
