Corporate Project Management Office (CPMO) Lead

Neway International is looking for a Corporate Project Management Office (CPMO) Lead to join our client based with Plymouth City Council.

Location: Ballard House, West Hoe Road, Plymouth, PL1 3BJ

Start date: 18 May 2026

Duration: initially for 6 months

Hours: 37 per week

Work pattern: Hybrid – approx. 2 days on site + in‑person attendance for Board meetings

IR35: Inside

Rate: £491.77 PAYE / £650 Umbrella per day (flexibility up to £800pd may be considered)

About the Role

A senior strategic leadership role within the Transformation Architecture function, responsible for driving complex, council‑wide change programmes. You’ll lead programme delivery, shape transformation strategy, and ensure high‑quality programme and project management capability across the Directorate and wider Council.

Key Responsibilities

  • Lead one or more large, complex change programmes aligned to corporate blueprints and target operating models
  • Act as a strategic advisor to the Chief Executive, Directors and senior leaders
  • Ensure equality, accessibility and improved outcomes for Plymouth citizens are embedded in all transformation activity
  • Embed environmental sustainability across programme operations and contracts
  • Design programme approaches, plans and delivery frameworks
  • Manage programme budgets up to £10m, tracking costs, benefits and performance
  • Oversee Project Managers, ensuring effective risk, issue, dependency and change control management
  • Engage and manage stakeholders across all levels
  • Report to SROs, Programme Boards and governance groups
  • Develop recommendations on resources, performance, strategy and investment
  • Mentor and coach programme and project teams
  • Ensure compliance with governance, standards, tools and change management processes
  • Uphold health & safety, data protection, information governance and corporate standards

Essential Qualifications

  • MSP Foundation & Practitioner
  • PRINCE2 Foundation & Practitioner (or equivalent)

Desirable Qualifications

  • P3O Foundation
  • Experience with MS Project Server, Align, SharePoint or similar PPM systems

Essential Experience

  • Leading architecturally‑driven programme design and scoping
  • Extensive programme planning and prioritisation
  • Delivering complex change programmes, including risk, issues, finance, reporting, business cases, benefits and governance
  • Leading wide‑scale service transformation with strong user involvement

Desirable Experience

  • Public sector transformation
  • Strong commercial and financial awareness, including contract/SLA delivery
  • Developing alternative service delivery models
