Project Manager – Government Framework (Construction & M&E)

Location: Surrey, South East England

Type: Contract – initial 3 months/ongoing

We are seeking a capable and delivery-focused Project Manager to join a long-term government framework, overseeing a diverse portfolio of construction and M&E projects across a national estate.

This is a hands-on role managing projects end-to-end, working across all RIBA stages and operating within an NEC4 environment. You’ll take ownership of multiple schemes simultaneously, ensuring programme, cost, quality, safety, and stakeholder expectations are consistently met. The role offers a high degree of autonomy, with responsibility for managing your own programme of works while collaborating with internal teams, clients, and supply chain partners.

Key Responsibilities

  • Deliver multiple construction and M&E projects across all RIBA stages
  • Ensure successful outcomes against time, cost, quality, and compliance targets
  • Lead stakeholder engagement including scoping sessions, pre-start meetings, progress updates, and formal reviews
  • Manage and coordinate supply chain partners and approved contractors
  • Maintain robust project documentation including reports, approvals, and compliance records
  • Oversee Assistant Project Managers and project support staff
  • Act as the central interface between client, consultants, contractors, and internal teams
  • Monitor budgets, control costs, and produce accurate financial forecasts and reports
  • Identify and manage project risks in line with NEC4, CDM, and site-specific requirements

About You

  • Proven experience in project management within construction and/or M&E environments
  • Strong working knowledge of RIBA stages and NEC4 contracts
  • Comfortable managing multiple projects concurrently across different stages
  • Excellent stakeholder management and communication skills
  • Highly organised with strong attention to detail and documentation standards
  • Relevant site certification (CSCS or equivalent such as IOSH, CDM, SSSTS)
  • Able to obtain relevant security clearance
  • Experience in lifecycle, phased, or multidisciplinary programmes is advantageous
