Job Description:

You will lead the PMO to support delivery of the Trust’s Plan for Strategic Change, providing oversight, constructive challenge and assurance across key programmes and projects.

Reporting to the Head of Risk and Assurance, you will provide clear portfolio reporting to the Trust Delivery Team, Executive Committee and Board, escalating risks, issues, dependencies and mitigations.

You will develop and embed consistent programme and project management standards to support delivery and benefits realisation.

You will oversee the Trust’s Cost Improvement Programme (CIP), working with Finance on reporting, supporting budget holders, and providing assurance through governance forums.

Based at Trust Headquarters, Welwyn Garden City (travel to sites as needed), you will work across the Trust to strengthen delivery, assurance and continuous improvement.

You will be an organised programme/project management professional with strong analysis and communication skills, confident to challenge constructively, and experienced in complex programmes and assurance reporting.

Main duties of the job

As PMO Manager, you will lead an effective PMO to deliver the Trust’s Plan for Strategic Change. You will provide assurance to the Executive Committee and Board on strategically important programmes and projects, maintaining portfolio oversight, producing timely management information, and highlighting risks, issues, dependencies and mitigations to support decision‑making.

Reporting to the Head of Risk and Assurance, you will help set and embed Trust-wide programme and project management standards, change processes and tools, working with programme and project managers to ensure consistent application.

You will also oversee the Trust’s Cost Improvement Plans (CIPs), working with Finance to maintain the CIP pipeline, templates and tracking, supporting budget holders to quantify plans (savings, phasing and milestones) and evidence delivery. You will coordinate governance and reporting (including dashboards and exception reporting), highlight variances, risks, issues and dependencies, and support timely escalation and recovery actions through the Trust’s governance forums.

As a visible PMO ambassador, you will build effective relationships and work confidently with clinical, operational, corporate and finance colleagues at all levels across the Trust.

Job responsibilities

Operational Delivery

To lead the Trust PMO function, maintaining oversight of the delivery of Programmes and Projects comprising the Trusts Plan for Strategic Change. Engaging with Project and Programme Managers and Senior Responsible Officers, to understand the scope and targeted benefits of these strategic initiatives, the status of delivery against targeted milestones and risks and issues presented.

Providing support to project / initiative owners to evaluate project management requirements, issues or bottlenecks and find solutions to these.

Support the Trust Delivery Team in the assessment of new proposals for projects and their prioritisation in the Trusts Plan for Strategic Change.

Complete in-depth assessment of project delivery, where required, to support the resolution of issues, to identify lessons learnt and evaluate progress on benefits realisation during delivery and post implementation.

Provide assurance to the Trust Delivery Team, Executive Management Team and Trust Board / Board Committees as to the status of the delivery of the programmes and projects and the effective application of the Trusts Change Management standards.

Monitoring and analysing interdependencies across programmes / projects including the possible impacts on Business As Usual (BAU).

Supporting the delivery of the Trusts programme of Cost Improvement Plans (CIPs), partnering with the Finance Directorate in the definition of processes, provision of guidance to budget holders and the identification, assessment and quantification of CIPs.

Provision of timely and insightful reporting to respective Governance forums.

Service Development and Improvement

To develop and implement a PMO programme of work that prioritises activity, schedules major assurance activities and supports delivery of HCTs strategic objectives and goals.

Working with PMO colleagues as well as Programme and Project managers, to develop and refine the Trusts processes and tools for the management of projects and programmes.

Champion best practice Project Management approach and support this through provision of training, guidance and support.

Partner with colleagues in Transformation and Quality functions to support staff in developing improvement ideas and delivering change.

Communication and Relationship Building

To develop strong working relationships and networks with colleagues across the Trust, ensuring that the role of the PMO is communicated throughout the Trust and all staff feel able to make contact with the PMO when the need arises.

To facilitate the sharing of lessons learned and best practice, providing advice and guidance to Programme / Project managers across the Trust to support them in identifying and delivering the changes, productivity and service improvements that the Trust requires.

Person Specification

Essential and Desirable

  • Educated to degree level or having equivalent relevant experience.
  • Evidence of continuous professional development.
  • Significant experience of planning, monitoring, delivering and evaluating programmes / projects using appropriate tools frameworks and techniques.
  • Experience of contributing to the delivery of key performance targets.
  • Experience in working in an independent function, with oversight and assurance responsibilities.
  • Generation and extraction of information for operational and reporting requirements.
  • Delivery of effective management reporting to support assurance activities.
  • Ability to manage complex issues, to research, investigate and challenge.
  • Ability to communicate complex and sensitive information with a range of staff internally and externally.
  • Ability to produce effective, insightful reporting to support messaging.
  • Proficient in the use of Microsoft Office products including Word, Excel, PowerPoint.
  • Track record of problem solving / decision making.
  • Well‑developed influencing and negotiating skills.
  • Professional attitude with the ability to work as part of a team
  • Highly organised, able to meet tight deadlines and work under pressure while being flexible an adaptable
  • Excellent attention to detail
  • Experience of working in the NHS or similar organisation
  • Experienced in delivering training and presenting to a range of audiences
