East West Rail is a nationally significant railway project which aims to deliver much-needed transport connections for the vibrant communities between Oxford, Milton Keynes, Bedford and Cambridge, which blend beautiful landscapes and a rich cultural heritage with globally renowned centres of education, business, technology and an increasingly dynamic business scene. EWR is being championed by the Government as a key driver to economic growth leading to a potential £78 Billion boost to the UK economy: supporting new towns, housing, and regeneration.

Role Summary

This role will support the Head of Commercial Operations in developing and implementing effective processes that operate across the commercial lifecycle (Procurement Pathway as described in PA23 guidance) to drive efficiency and alignment to commercial goals. It is responsible for monitoring the execution of PA23 notices, supporting and ensuring all EWR Co teams are compliant with the Act.

This role will work closely with other members of the Commercial Operations team, in particular the Policy Manager and Systems & Reporting Manager to ensure that our processes meet regulatory requirements and their implementation is operationalised through our commercial systems.

Key Responsibilities

  • Analyse existing policies to ensure there are processes that allow the execution of EWR Co policies.
  • Analyse existing business processes to identify inefficiencies and bottlenecks, and develop strategies for improvement.
  • Design, implement, and monitor new processes to enhance operational efficiency and effectiveness.
  • Collaborate with cross‑functional teams to ensure processes align with commercial objectives.
  • Create and maintain process documentation, including flowcharts and procedure manuals.
  • In conjunction with compliance and continuous improvement colleagues conduct regular reviews to ensure adherence to processes and identify opportunities for continuous improvement.
  • Facilitate change management and communicate process updates effectively to stakeholders.
  • Create training materials and deliver training to employees on new processes and monitor their effectiveness, adjusting as needed.
  • Lead process improvement initiatives, manage teams, and coordinate with external contractors if required.
  • Foster a culture of continuous improvement.
  • Prepare and present reports on process effectiveness to senior management.
  • Collaborate with other departments to ensure process effectiveness and efficiency.

Skills, Knowledge and Expertise

  • MCIPS qualified, or actively studying at an advanced level.
  • Experience in designing and implementing procurement and contract management processes, in particular in relation to the Procurement Act 2023 and subsequent Regulations and Guidance.
  • Strong understanding of regulatory requirements and industry standards related to commercial activities in the public sector.
  • Excellent process design and mapping skills.
  • Strong analytical and problem‑solving skills to evaluate, design, and optimise processes.
  • Exceptional communication and interpersonal skills to convey process changes and strategies clearly.
