Norwich City Council is seeking an outstanding Director of Property Services to lead the strategic direction, transformation and long‑term stewardship of its residential property portfolio. This is a great opportunity to shape the future of housing services in one of the UK’s most distinctive and forward‑thinking cities.
You’ll join the Council’s leadership team at a pivotal moment, helping to deliver a structural reform of housing and property services. With responsibility for 17,500 homes, major capital programmes, compliance, decarbonisation and long‑term asset strategy, this role is central to delivering positive outcomes for residents and supporting placemaking across Norwich.
Norwich City Council has recently received a C1 rating from the Social Housing Regulator which evidences the improvements already made as well as the ambition it has for its residents. However there is still very much more to do, and Norwich has some clear plans for improvement to keep up the pace of improvement.
Key Responsibilities
- Provide strategic leadership for the property services function, ensuring high performance, strong governance and a culture where colleagues thrive.
- Lead the development and implementation of the Council’s strategic asset management approach, ensuring full compliance with building safety and statutory requirements.
- Oversee the contract management of Norwich City Services Ltd for repairs and maintenance delivery.
- Drive procurement excellence across asset management, embedding sustainability, efficiency and innovation.
- Drive the delivery of the Council’s Better Homes improvement programme and ensure regulatory compliance.
- Lead long‑term capital investment planning and multi‑million‑pound budgets.
- Support the Council’s Environmental Strategy and ambitious net‑zero commitments.
- Ensure a cohesive approach between asset management, new homes delivery and regeneration.
- Promote digital innovation to improve data integrity, efficiency and agile working.
- Work collaboratively with senior leaders, councillors and partners to deliver council‑wide strategies and outcomes.
- Prepare the service for future changes arising from local government reorganisation with the introduction of a new unitary council in 2028.
- Act as an ambassador for Norwich, supporting the transition to a new authority and championing excellent resident outcomes.
Key Attributes & Experience
- Membership of a relevant professional body (e.g., RICS, CIOB or equivalent).
- Deep expertise in strategic and operational asset management and building safety compliance across large, diverse portfolios.
- Strong financial acumen and experience managing significant asset‑based budgets and contracts.
- A senior track record of operating within a corporate governance environment with high standards of probity and transparency.
- Experience developing high‑performing, multi‑skilled and dispersed teams.
- Proven ability to lead transformational change, digital innovation and using data insight and resident feedback to embed service improvement.
- Political acumen and the ability to work across multiple organisations during periods of transition.
- A collaborative leadership style that breaks down silos, builds trust and delivers outcomes across organisational boundaries.
- Ability to inspire ambition, lateral thinking and operational excellence across teams.
- A commitment to openness, inclusiveness and integrity, modelling behaviours that value diversity and strengthen relationships.
