The OSINT Analyst – Open-Source Data Collection and Evidence Archiving (Ukraine) will work in a team dedicated to investigating war crimes and human rights abuses associated with the conflict in Ukraine. They will focus on systematic collection, verification, and archiving of open-source material related to the war in Ukraine.

Contract type: Contractor. Contract duration: until 31 March 2027, immediate start available. Hours needed: full time.

Languages: You must be able to speak and write English. Ukrainian and/or Russian language proficiency desirable.

Location: Remote. The candidate may make use of CIR’s office premises in Westminster, London or Kyiv, Ukraine.

Responsibilities

  • Collect, verify, and archive large volumes of open-source material, including social media posts, messaging platform content (e.g. Telegram), videos, images, satellite imagery, and other digital data related to the Ukraine conflict.
  • Apply OSINT verification techniques—including geolocation, chronolocation, metadata analysis, and source evaluation—to ensure collected material meets relevant evidentiary, analytical, and quality standards.
  • Structure, tag, and catalogue open-source material within evidence databases to support efficient retrieval, analysis, and long-term preservation.
  • Collaborate closely with investigators, analysts, and CIR’s Data and Technology Team to ensure collected material supports investigative, legal, and public reporting needs.
  • Deliver training and mentoring to colleagues and partners on best practices for open-source evidence collection, verification, and archiving.
  • Uphold CIR’s standards for ethical, safe, and secure investigative practice, ensuring compliance with organisational policies and safeguarding requirements, including risk mitigation and responsible handling of sensitive or graphic content.

Essential Criteria

  • Demonstrable prior experience of OSINT collection, verification, and archiving.
  • Excellent written and verbal communication skills, including the ability to translate technical terminology for lay audiences and to support clear, concise and timely reporting.

Desirable Criteria

  • Prior experience of digital evidence handling, assessment, or e-discovery practices.
  • Prior experience of delivering training, skill-sharing, or capacity-building, particularly in OSINT contexts.
  • Working proficiency in Ukrainian and/or Russian languages.
