This vacancy is only available to employees of Cardiff Council including Cardiff Works and Agency Workers currently engaged with the Council.

This is an exciting opportunity to join Cardiff Council as the Resources Manager within the HR Operations – Corporate Council Services. The service provides a responsive, high quality Contact, Recruitment, and Transactional HR function to corporate settings. We work closely with senior managers, staff and partners to deliver consistent, customer focused HR support across the full employment lifecycle, while promoting a positive culture and ensuring compliance with employment law and best practice.

About the job

Reporting to the Operational Manager, you will manage the Contact, Recruitment/Transactional teams to deliver a high quality HR support function to Corporate Directorates, ensuring the delivery of a high quality and seamless end-to-end HR service. You will oversee daily operations and ensure service standards are met, manage complex queries through the Contact Team, ensure timely and effective resolution, support senior recruitment campaigns, provide expert advice, and participate in selection panels where required. You will also ensure compliance with safer recruitment and statutory requirements, including Right to Work, UKVI, DBS, EWC and CIW, and contribute to wider HR projects and corporate initiatives.

You will work collaboratively with Senior Managers, Key stakeholders, and HR colleagues to support organisational priorities, while building constructive relationships with recognised trade unions.

Contract

Fixed term contract to cover secondment of substantive postholder until 31/03/2028.

Internal candidates who wish to apply for this position on a secondment basis must obtain approval prior to application using Form SEC1 (4.C.081). Requests may only be approved by the relevant Director/ Assistant Director/ Chief Officer or senior nominated officer graded no lower than OM2 or in the case of schools based staff the Headteacher / Governing Body.

What We Are Looking For From You

We’re seeking an experienced HR professional who can lead a team, operate both strategically and operationally in a large, complex organisation, work with senior managers and trade unions, and demonstrate sound knowledge of employment law, HR policies and procedures, and implementing best practice. Strong communication skills, the ability to build effective professional relationships quickly, and a solutions-focused approach are essential.
