Senior MEP Commercial Manager (Data Centre)

Reporting to the Programme Delivery Director, the Quantity Surveyor / Cost Manager (Projects & Commercial) will provide in‑house Quantity Surveying services on all infrastructure projects and programmes. The role involves initial estimating and budget forecasting, cost plan management, consultant and contractor selection, preliminaries drafting, tendering, contractor negotiation, valuations, variation control, cost reporting and final accounting. Additional responsibilities include internal Purchase Order reconciliation and cash flow management.

Qualifications

  • More than 5 years’ experience running construction projects, preferably within the data centre industry or projects with very complex services content.
  • Extensive experience in environments where front‑end activities such as project estimating and cost planning are routinely carried out.
  • Ability to provide all quantity surveying input necessary to run construction contracts of £10m‑30m where external quantity surveying firms are not appointed.
  • Excellent communication skills with the ability to explain technical matters to a non‑technical audience.
  • Demonstrable experience of managing a critical supply chain.
  • Proven track record in risk management.

Responsibilities

  • Own all commercial elements of pre‑contracting for each project or programme, including costs, documents, and management.
  • Determine estimated budget costs for each scheme.
  • Plan costs and cash‑flow for each scheme and option.
  • Approve scope/briefs and related third‑party documents.
  • Develop an approved procurement strategy and contracting approach.
  • Prepare tender documents enabling selection of the best supply chain and partners.
  • Prepare all preliminaries, contract bundles, and third‑party appointments with appropriate legal advice.
  • Represent at all pre‑contract meetings and advise other professionals.
  • Manage tender processes and select the best suppliers or partners.
  • Achieve optimal commercial outcomes in negotiations.
  • Collaborate with external quantity surveyors (when appointed) to deliver the above tasks.
  • Manage contract variations within a formal framework, ensuring agreed documentation.
  • Provide accurate interim valuations to enable contractor payments.
  • Reconcile cost reporting with agreed budgets and plans.
  • Conduct final accounting reviews and payments with contractors and suppliers.
