Role Overview
Ealing Council is seeking a Corporate Programme Manager to lead the Medium Term Financial Strategy (MTFS) Programme Management Office (PMO), overseeing the delivery of projects and programmes that strengthen the Council’s long‑term financial sustainability. The role focuses on aligning initiatives with organisational priorities, driving agreed savings, embedding best‑value practices, and supporting financial resilience.
Key Responsibilities
- Lead and oversee the MTFS PMO, ensuring alignment with organisational priorities.
- Provide strategic oversight and drive the delivery of agreed cashable savings.
- Standardise business case templates and maintain a centralised portfolio view.
- Work in partnership with senior leaders to support asset‑based commissioning and maximise value for Connected Communities.
- Monitor and report on delivery of savings from the 2026/27 budget and identify opportunities for future years.
- Embed a best‑value culture across the local authority.
- Identify risks and challenges, and put solutions in place to protect financial sustainability and strengthen governance.
Qualifications & Skills
- Highly proficient in developing clear, evidence‑based business cases that show costs, benefits, and priorities.
- Proven ability to lead complex programmes focused on delivering value for money and measurable savings.
- Skilled at building trust and collaboration across teams to achieve organisational goals.
- Strong understanding of programme and project management approaches (e.g., MSP and PRINCE2) and application.
- Experienced in planning, tracking and controlling programmes to meet priorities and savings targets.
- Good knowledge of commissioning, procurement and negotiation for cost‑effective solutions.
- Strong financial skills, including budgeting, resource planning, and financial modelling.
- Credible and influential at a senior level, able to guide decisions and advise teams on efficiency and best value.
- Proactive in risk identification and solution implementation.

This role is subject to Ealing Council’s enhanced vetting process.
External applicants will be offered a fixed‑term contract; existing Ealing Council employees may be offered a secondment, subject to a released form signed by their line manager.
