Job Profile:

The Licence Compliance Manager will be part of the Safety, Licensing and Assurance (SLA) function, reporting to the Head of Licensing, Permissions and Compliance. The SLA function sets the standards and strategies necessary to meet GBE‑N’s HSSSEQ policies across risk and assurance, regulatory, consents, licensing, permitting and quality.

This role will support delivery of nuclear site licensing and compliance activities, with responsibility for the development and ownership of Condition Compliance Arrangements Framework (CCAF), associated permissions and compliance plans, and enable / support the development of a hold‑point strategy for GBE‑N’s SMR project. They will contribute to the capture, interpretation and implementation of Licence conditions regulatory requirements, ensuring alignment with SLA, organisation-wide, LLI, Permissioning & compliance workstreams.

They will provide technical advice, guidance and coaching on Condition compliance, requirements capture and the development of organisational capability and management arrangements required for a future Nuclear Site Licensee. They will act as an Intelligent Customer, engaging and managing supply chain support to deliver compliance arrangements, evidence and supporting documentation.

This role will be required to interact and engage with regulatory bodies (e.g., HSE, ONR, NRW/EA), working in close collaboration with the licensing team and the Regulatory Engagement Office (REO) to ensure coordinated, consistent and high‑quality interactions with regulators.

The role will involve close cooperation with the Principal NSL Engineer and colleagues across regulatory engagement, environmental and security areas to produce coherent, aligned licence submissions and to support internal readiness for NSL grant and subsequent COD‑related permissions.

You will contribute to the establishment of a major programme, supporting delivery of a First of a Kind (FOAK) UK SMR project. The role requires comfort with working in a dynamic, evolving regulatory and programme environment.

Responsibilities:

  • Accountable for designing and implementing the Condition compliance framework across the business and supporting delivery of the Licensing regulatory workstream.
  • Manages the development and maintenance of the Condition Compliance Arrangements Framework.
  • Captures Licence Condition (LC) compliance requirements, ensures requirements are cascaded into the business, and manages the LC compliance matrix for licensing.
  • Provides advice, guidance and coaching to Licence Condition Owners and supports LC planning.
  • Coordinates compliance evidence, permissioning submissions and hold‑point material to support regulatory and project milestones.
  • Supports Licensing technical inputs to Level 4 regulatory meetings.
  • Manages Licensing and compliance supply‑chain deliverables as the Intelligent Customer (IC) on LC Compliance matters and deliverables.
  • Tracks licence compliance risks, issues and interdependencies across the project lifecycle.
  • Provides compliance reporting inputs to support NSL and programme reporting.
  • Support the business in demonstrating readiness of LC compliance arrangements, including reviews, audits and evidence maturity tracking.
  • Work across the business to ensure compliance arrangements reflect business and licensing requirements.
  • Provides advice, guidance and coaching on LC compliance as a technical expert in LC related matters.

Knowledge, Skills and Experience required:

  • Demonstrable experience in developing, maintaining and managing licence condition compliance, permissioning, regulatory compliance and hold points within highly regulated industries.
  • Strong understanding of nuclear safety, security, safeguards, environmental and quality requirements as they relate to Licence Conditions and compliance.
  • Experience preparing, reviewing and maintaining technical compliance documentation, safety case inputs and supporting evidence within a highly regulated environment.
  • Ability to provide technical advice, guidance and coaching to support compliance implementation and organisational capability development.
  • Excellent communication skills, with the ability to explain licensing requirements and compliance expectations and obligations to technical and non‑technical stakeholders.
  • Ability to work effectively in conditions of uncertainty, ambiguity and change within evolving project and regulatory contexts, typical of FOAK and early‑stage nuclear programmes.
  • Proven ability to work collaboratively across multiple organisations, multidisciplinary functions and supply‑chain partners in a fast‑paced, multi‑party environment.

Qualifications:

  • Bachelor’s or Master’s (Preferred) degree in a STEM or equivalent business/management level discipline.
  • Chartered status with a recognised engineering or regulatory institute (e.g., CEng, CSci, CEnv or equivalent).
