Capital Projects Officer

University Hospitals of Leicester NHS Trust is seeking a motivated and proactive Capital Projects Officer (Band 6) to join our Our Future Hospitals (OFH) team during a unique and transformative period for the Trust. This is a fantastic opportunity to play a key role in the delivery of a wide and diverse portfolio of major capital projects, including our flagship £1.5bn New Hospitals Programme, alongside significant refurbishments, new builds, infrastructure upgrades and strategic estates investments across our hospital sites.
Working as part of a dynamic, multi-disciplinary team, the post holder will support the Technical team with planning, coordination and delivery of projects from concept through to commissioning, ensuring that works are delivered safely, compliantly, on time and within agreed budgets. You will work closely with Project Managers, Cost Managers, clinical teams, contractors and professional advisers, contributing to the successful delivery of complex construction projects that directly support patient care and the long‑term future of the Trust.
Responsibilities
Supporting the successful delivery of the Trusts capital investment programme as part of the Our Future Hospitals (OFH) team.
- Support the delivery of a diverse portfolio of capital projects, including major new build, refurbishment and infrastructure schemes, ensuring effective coordination across all stages of the project lifecycle.
- Assist Project Managers and senior colleagues in managing project activities from concept through to commissioning and handover.
- Support the set‑up and mobilisation of projects delivered by appointed contractors and professional service providers.
- Support contract compliance across construction and professional services contracts, ensuring works are delivered in accordance with contractual arrangements, Trust policies and statutory requirements.
- Assist with monitoring contractor and consultant performance, including supporting KPI monitoring and quality assurance activity.
- Contribute to audits and reviews to ensure that robust systems, processes and competencies are in place and operating effectively across capital projects.
- Support compliance with health and safety, construction standards and governance requirements, maintaining appropriate records and evidence for inspection and audit purposes.
- Support the management of delegated capital budgets, including monitoring expenditure against approved budgets and approved business cases.
- Undertake invoice and payment verification for capital works and professional services, ensuring accuracy and compliance prior to authorisation.
- Maintain financial records and support reporting on capital spend across a multimillion‑pound programme.
- Support the preparation of briefs, technical specifications and tender documentation required for the procurement of works and services.
- Assist with tendering processes to ensure Trust policies, NHS guidance and statutory requirements are embedded within procurement documentation.
- Produce, maintain and coordinate technical documentation and management information, including reports, specifications, drawings, tender documentation and project records.
- Liaise effectively with a wide range of internal and external stakeholders, including clinical teams, estates colleagues, consultants, contractors and external agencies.
- Communicate complex and sensitive information clearly and professionally, both verbally and in writing, to support informed decision‑making.
- Attend project meetings as required, supporting agenda preparation and producing accurate meeting notes, action logs and follow‑up documentation.
- Foster positive and collaborative working relationships to support the efficient delivery of capital projects and programme objectives.
- Maintain accurate project information across Trust systems and Common Data Environments, ensuring project records are complete, up to date and accessible.
- Support the ongoing review and improvement of capital project processes, procedures and ways of working within the Our Future Hospitals programme.
- Contribute to learning and service improvement activities, including sharing best practice with colleagues and supporting continuous improvement across the capital delivery function.

Qualifications
Training & Qualifications
- Degree/HND level qualification in a relevant discipline, or equivalent experience and knowledge
- Working towards a degree level qualification
Experience
- Estates and Projects experience at high level in a complex organisation part or all to be within a NHS organisation
- Previous experience of working on Capital projects within the NHS
- Extensive expert knowledge of statutory, mandatory and good practice documents within Capital Projects
- Proven experience of production of policies and procedures and analysing and introducing impact assessments
- Previous experience of operating in similar role within or external to the NHS

- Experience of writing reports and action plans around complex projects

- Ability to prioritise work streams and deliver quality work to tight deadlines
- Plan and introduce effective governance processes, procedures and roles to support all organisations
- Ability to use software applications to plan work streams and action plans
Other Requirements
- Car driver/ owner as it is anticipated that the use of public transport would not be appropriate for this role.
