Senior Procurement Specialist – Infrastructure


Peterborough & London (Hybrid – 1 day per week in Peterborough or London)


Procurement People are currently partnered with a leading water utility provider to recruit a Senior Procurement Specialist to play a pivotal role in the delivery of a multi-billion-pound national infrastructure programme. Operating within a highly regulated environment, the organization is embarking on a once-in-a-generation initiative to secure long-term water resilience. This high-profile role requires a strategic thinker with a background in major infrastructure or large-scale capital delivery to lead complex procurement projects from inception to completion.


The Senior Procurement Specialist will take ownership of a significant portfolio, ensuring all activity is cost-effective, timely, and compliant with the latest legislation, including the Procurement Act 2023. This role is ideal for a commercially sharp professional who can influence at all levels and navigate the complexities of a major construction framework.


Key Responsibilities:

  • Leading the planning and execution of a complex pipeline of procurement projects within a major infrastructure programme.
  • Managing end-to-end supplier selection and commercial negotiations to drive maximum value.
  • Ensuring strict adherence to legal, regulatory, and organizational governance standards.
  • Developing deep market and category strategies to align with long-term programme objectives.
  • Mentoring and supporting junior colleagues to embed procurement best practices across the function.
  • Collaborating with Commercial Teams to monitor contract performance and manage supplier risk post-award.


Key Experiences:

  • 5+ years of experience within a major construction or infrastructure-based procurement function.
  • Proven expertise in working within a highly regulated environment.
  • Strong working knowledge of NEC4 contract suites and the Procurement Act 2023 (or PCR2015/UCR 2016).
  • CIPS Professional certification (Minimum Level 5, MCIPS preferred).
  • Demonstrated success in creating and executing complex category and procurement strategies.
  • Excellent stakeholder management skills with the ability to influence senior leadership.
