Responsibilities
Cheshire and Wirral Partnership are seeking an experienced health care professional with extensive knowledge and expertise in the role of Local Security Management Specialist. This position is a chance to support patients, staff and visitors across the whole of the trust geographic footprint. You will undertake the duties of the Local Security Management Specialist (LSMS) in accordance with directions, advice and guidance laid down by the Department of Health, NHS England, NHS Fraud and Security Management Service and other NHS regulatory and advisory bodies. To provide advice, guidance and recommendations on the implementation of security policies and procedures across the trust, to maintain and enhance the security and safety of service users, staff and visitors. To oversee and monitor the operational implementation of these policy and procedures including those pertaining to CCTV. To report and provide assurance to the Board, Executives and Health and Safety Sub‑Committee that security risks are being managed in accordance with statutory requirements and or NHS guidance. If necessary, raise and elevate security risks that require Executive oversight or action. Lead the trust on the delivery and statutory requirements of the Terrorism (Protection of Premises) Act 2025. To plan and develop training and education initiatives to ensure the delivery of appropriate specialised security training to all stakeholders. All new starters will commence in post on one fixed start date each month, in line with our Prepare to Care (P2C) induction programme date. P2C offers up to 3 weeks training to support you to meet the induction / initial training requirements of the role.
Minimum qualifications
- Educated to degree level or possessing equivalent experience and knowledge in security management, or post‑graduate education or qualification in security management.
- Achieved NVQ Certified Security Management Professionals Level 6.
- Project management qualification – Prince2 Foundation, Managing Successful Programmes (MSP) or equivalent specialist qualification or experience.
- Training qualification, e.g. post‑graduate certificate of education.
- Evidence of delivering training aligned to the National Occupational Standards.
- Extensive experience of legislative compliance with the Police and Criminal Evidence Act 1984; the Terrorism (Protection of Premises) Act 2025; the Regulation of Investigatory Powers Act 2000; the Data Protection Act 2018; the General Data Protection Regulation; and the Human Rights Act 1998.
Desirable qualifications
- NHS security management service qualification or clear evidence of working towards this, and minimum five years in a strategic security role within a large, complex, multi‑site NHS mental health organisation.
- Expertise in security risk management and strategic oversight of complex security initiatives and programmes with experience in challenging mental health environments.
- Extensive experience of stakeholder management and collaboration with law enforcement and external agencies.
- Experience of policy and report writing for senior management, committees and board.
- CCTV management – advanced understanding of CCTV operations and experience of leading on CCTV policy within a complex large NHS organisation.
- Demonstrable application of statutory legislation, regulations and guidance in supporting staff, patients and visitors in an NHS organisation, relevant to security and the Criminal Justice System.
- Evidence of effective collaboration with NHS Counter Fraud Authority.
- Proven experience of preparing and delivering security related training to all levels of staff, with outcomes aligned to the National Occupational Standards.
- Experience of investigating and debriefing complex security incidents and identifying, implementing and assessing learning.
- Experience of financial management of delegated budgets.
- Ability to exercise independent and professional judgement across a range of security areas.
- Able to communicate effectively with staff at all levels and professions across the organisation and externally.
- Ability to work to tight deadlines.
- Proficient IT skills – able to use all Microsoft Office software.
- Knowledge of the joint emergency services interoperability programme (JESIP).
- Evidence of commitment to continued professional development.
- Willingness to work to service requirements, e.g. occasional unsocial hours.
