About the Role
An inspection & enforcement officer will work within the Highway Control team to carry out supervised highway inspections (walked and driven) within the timeframe set by the County Council’s Highway Maintenance Policy, enforce the Highway Act and related environmental regulations, and maintain accurate records of inspections, complaints and enforcement actions. The role may require work outside normal working hours and is a safety‑critical post subject to random drug and alcohol testing.
Responsibilities
- Plan and conduct painted and driven highway inspections as per policy timelines.
- Enforce provisions of the Highway Act and related legislation.
- Handle customer enquiries and enforce issues in a professional manner.
- Maintain detailed records of inspections, complaints and enforcement outcomes.
- Ensure performance targets are met.
- Collaborate with colleagues and external agencies when required.
Qualifications and Experience
- Strong GCSE level English and Mathematics (A–C) or equivalent, or demonstrable experience.
- Construction or highway inspection knowledge; Highway Inspector accreditation or equivalent (e.g., NRSWA Act 1990 Supervisor, 12D/T7 Traffic Management Qualification).
- Experience resolving conflict and handling customer issues positively.
- Experience in highways maintenance or civil engineering environments, with knowledge of highways legislation.
- Proficiency in ICT systems and business processes; organisational and prioritisation skills.
- Familiarity with Highways Act, NRSWA, Traffic Management Act, Traffic Regulation Act, CDM and highway inspection standards.
- Excellent verbal and written communication skills and the ability to provide advice to customers.
- Physical fitness to carry out walked inspections in all weather conditions.
- Fluency in English (required under Part 7 Immigration Act 2016).
