The Role
We are looking for a Senior Data Architect to lead the data design and governance for a high-profile application. You will be the technical authority responsible for evolving our initial data models into a production-ready, secure, and interoperable foundation that satisfies GDS Service Standards.
Your challenge will be to balance the "low-code" speed of OutSystems with the "high-security" needs of demographically sensitive data.
Key Responsibilities
- Production Data Modelling: Evolve Alpha prototypes into a highly normalized, performant schema within OutSystems, ensuring relational integrity and scalability for thousands of users.
- Sensitive Data Security: Design and implement "Secure-by-Design" patterns, including Row-Level Security (RLS), Data Masking, and At-Rest Encryption to protect sensitive demographics.
- Data Interoperability: Architect data exchange patterns using HL7 FHIR (R4/R5) via REST and OData to ensure seamless integration with the wider ecosystem.
- GDS Assessment Leadership: Act as the lead for GDS Point 10 (Define the data architecture), defending data minimisation, retention, and ethical usage during service assessments.
- Integration Governance: Define "Data Contracts" for third-party integrations, managing complex OData/REST syncs and data provenance.
Required Technical Skillset
- MS SQL Server / Azure SQL Mastery: Advanced T-SQL, performance tuning (execution plans, indexing), and concurrency management.
- Database Hardening: Experience with Transparent Data Encryption (TDE) and building immutable audit logs for sensitive data access.
Government Standards
- Interoperability: Deep understanding of Data Model and Dictionary.
- Compliance: Familiarity with DCB0129/0160 (Clinical Safety) and the Data (Use and Access) Act 2025.
- GDS Experience: Proven track record of taking a project through a successful GDS Beta Assessment.
Candidate Capabilities (Soft Skills)
- Strategic Bridge: Ability to explain complex data trade-offs to non-technical stakeholders and GDS assessors.
- Problem Solver: Capable of designing "Fail-Safe" logic for integrations with external legacy healthcare databases.
- Ethical Mindset: A "Privacy-First" approach to data, ensuring patient confidentiality is baked into every architectural decision.
Experience Required
- 7+ years in Data Architecture, with at least 3 years in a UK Government environment.
- Proven experience delivering enterprise-grade applications on the OutSystems platform.
- Experience with OData and RESTful API design for secure healthcare data transit.
