About The Role

The council’s Climate Emergency Action Plan (CEAP) sets out four key priorities:

Your role will be instrumental to deliver against our second priority to influence a reduction in wider borough emissions while promoting growth and ensuring a just transition. As lead Project Manager for the Hounslow Heat Network, you will be responsible for the co-ordination of this project through procurement and commercialisation phases to appointment of a Development Partner. This is a unique opportunity to work on a project that will decarbonise thousands of buildings across the borough including homes, schools, hospitals and commercial buildings using clean, resilient energy generated from waste heat at Thames Water’s Mogden Sewage Treatment Works. With a phase one estimated to cost £55m supported by government grant and potential for £500m borough-wide expansion, this is a complex and high‑profile infrastructure project requiring an experienced and resilient Project Manager.

You will work as part of a multidisciplinary project team supported by external specialist advisors. You will work under the direction of the Head of Net Zero Delivery.

About the Team You’ll Be Working In

You will be part of the Climate team within the Strategy and Transformation directorate. Our team is responsible for delivery of the Climate Emergency Action Plan (2026‑2030) with emphasis on wider borough emissions reduction, delivering growth, promoting a just transition and ensuring Hounslow is resilient to the impacts of climate change.

You will work as part of a multidisciplinary project team supported by external specialist advisors. You will work under the direction of the Head of Net Zero Delivery.
