Summary
You will serve as a PROGRAM MANAGER (PROCESS IMPROVEMENT) in the Production Resources Department (900), Production Resources Planning (900B), responsible for the Production Resources Process Improvement Division (900P) of NORFOLK NAVAL SHIPYARD.
Responsibilities
- Develop, implement, and apply planning, processes and techniques to plan and direct programs and projects accomplished by the Production Resources Process Improvement Division.
- Participate in and conduct long and short‑range, intermediate and emergent planning for overall production resources process goals.
- Attend high‑level conferences within and outside the shipyard and provide input regarding program planning, funding, resource, training and policy.
- Determine availability of manpower, resources, program requirements, submission, utilization and adherence to the department’s budgets for material, overhead labor and other essential support functions.
- Be responsible for the development and implementation of all aspects required to coordinate and support division operations.

- Required to successfully complete a pre‑appointment physical examination.
- Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- Required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present; required to participate in medical surveillance programs.
- May require travel to CONUS and OCONUS and remote or isolated sites; must be able to travel on military and commercial aircraft for extended periods.
- Required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report within 30 days.
- Required to support emergency response and emergency planning efforts as a responder, drill controller, evaluator, role player, subject‑matter expert or auditor as needed.
- Required to hold a current valid U.S. driver’s license.
- Required to drive a government vehicle.
Qualifications
- At least one year of specialized experience at or equivalent to the GS‑13 grade level or pay band, or equivalent experience in the private or public sector.
- Experience with naval ship processes, including production, planning and scheduling to determine availability of shipyard work resources.
- Experience in quality and process improvement, safety and Workforce Development regulations, practices and procedures governed by NAVSEA directives.
- Experience using administrative laws, policies, regulations and precedents applicable to the program/project.
- Experience developing, recommending and implementing budgetary policies.
- Experience maintaining readiness of all program assets, including developing overall strategic planning, formulating program policy long‑term plans and managing program budgets as a fund administrator.
- Experience applying methods, techniques and concepts in planning, conducting and evaluating long‑range studies and analyses.
- Experience monitoring business operations affecting personnel to ensure compliance with policy/instructions and fiscal requirements.
- Experience preparing long‑range and short‑range planning guidance in accordance with program policies and objectives.
- Experience utilizing concepts, policies, principles, practices and methodologies applicable to government programs, mission areas of responsibility and personnel management functions.
- Experience planning work to be accomplished by subordinates, setting and adjusting short‑term priorities and preparing schedules for completion of work.
