About the Role
This is a critical leadership role at the heart of Birmingham City Council’s transformation into a modern, high‑performing organisation.
As Assistant Director – Oracle Governance & Corporate Systems, you will lead the Council’s Oracle Centre of Excellence, ensuring the stability, governance and continuous improvement of a mission‑critical, cloud‑based ERP platform spanning Finance, HR, Payroll and Procurement.
You will play a pivotal role in safeguarding the Council’s financial integrity, enabling statutory compliance and driving organisational performance. Working at the most senior level, you will shape how the Council operates, ensuring systems, data and processes are robust, reliable and future‑ready.
What You’ll Be Doing
- Lead and oversee the Council’s Oracle ERP platform, ensuring system stability, security, compliance and continuous improvement
- Own and deliver the Oracle roadmap, aligning system capability with business priorities, financial plans and transformation programmes
- Establish and embed robust governance across data, reporting, integrations, security and system changes
- Drive high‑quality service delivery through the Oracle Centre of Excellence, covering platform, product, reporting, support and vendor management
- Provide strategic advice to senior leaders, Members and Commissioners on system performance, risk, dependencies and organisational impact
- Lead audit readiness, internal controls and risk management, protecting the Council’s financial and operational integrity
- Build organisational capability through effective engagement, training and change management to maximise adoption and value
About You
- Significant senior leadership experience within complex ERP environments (ideally Oracle Fusion)
- Proven track record of leading multi‑disciplinary teams delivering large‑scale digital, finance or HR systems
- Strong commercial and financial acumen, including managing large budgets and supplier relationships
- Deep understanding of governance, controls, audit and data quality within enterprise systems
- Ability to translate complex technical issues into clear, actionable insight for senior stakeholders
- Politically astute, with experience influencing at Executive, Member and Commissioner level
- Resilient, credible leader with the ability to manage high‑impact risks, incidents and organisational change
Leadership & Impact
- Lead and develop a high‑performing multi‑disciplinary team (c.70 FTE) across platform, product and service delivery
- Create a culture of accountability, performance and continuous improvement
- Build strong relationships across Finance, HR, Procurement, Digital and wider Council services
- Represent the Council externally with suppliers, partners, regulators and other authorities
- Drive innovation, simplification and automation to improve efficiency and user experience
