Interim Procurement Transformation Lead
Based in London, hybrid working (2/3 days a week onsite)
Length: 12 months
We’re currently supporting a London Borough who are looking to overhaul their approach to Procurement & Contract Management and move from a Procurement Advisory model / decentralised procurement approach to a more Category Management Hub and Spoke Procurement & Contract Management operating model.
The council is well advanced in the detailed design and implementation planning of the hub and spoke operating model and are seeking support from experienced procurement transformation professionals to lead and / or manage the transformation of the council’s procurement function.
Reporting to the Commercial Director and Head of Procurement, the candidate will be required to;
Responsibilities
- Take the lead and manage the delivery of all elements of this transformation including the project management, detailed design of the delivery plan, risk, governance, HR, comms & engagement and processes
- Bring and be able to apply significant Procurement knowledge and experience to how the new model will work in practice
- Provide a robust PM approach to implementing the agreement procurement & contract management operating model
Qualifications
- Solid, in depth understanding of Local Government, Category Management approach to procurement, transformation, Procurement and Contract Management best practice, the Procurement Act 2023, governance and processes
- Significant experience in stakeholder management, relationship building in a local authority environment both at a senior and service manager level
- Bring a solid Programme/Project management approach to delivering this new model from design to implementation
- Evidence success in implementing a new Procurement model in a large Local Authority
