About the role
We are looking to recruit an Officer to provide day‑to‑day supervision of the Parking Enforcement Contractor, reporting to the Senior Parking Manager. The role involves technical support and specialist knowledge for the Council’s Parking Enforcement operation, ensuring contract compliance and delivering high‑quality service to staff, customers and stakeholders.
Responsibilities
- Supervise contractors managing parking enforcement, vehicle clamping/removals, on‑street pay and display and voucher parking schemes, and off‑street car parks.
- Monitor contractor performance, analyse penalty issue and income, permit sales and vehicle park usage, reporting variances from budget predictions.
- Maintain and update the parking database, extracting reports and liaising with the Parking Management IT supplier.
- Ensure compliance with the Road Traffic Act 1991, London Local Authority Acts, the London Local Authorities & Transport for London Act 2003, the Traffic Management Act 2004 and relevant Statutory Guidelines.
- Check and report on Department for Transport compliant road signs and markings, placing orders for renewal or replacement as required.
- Carry out site investigations, prepare street inventories, and support the design and implementation of Controlled Parking Zones (CPZs).
- Prepare reports for the Director of Finance on insurance claims by car park users and manage parking issues relating to people with disabilities.
- Attend meetings with Council officers, contractors, police, DVLA, court staff, ETA, London Councils and other local authorities on parking matters.
- Investigate and respond to Stage One complaints and Freedom of Information requests.
- Provide advice and guidance to colleagues, customers and stakeholders, managing escalated or complex issues as needed.
Qualifications and Requirements
- Substantial experience supporting the management of strategically important contracts, delivering improvements and cost savings.
- Proven experience in relationship management and challenging providers to achieve improvements.
- Knowledge of operating in a complex local authority or similar environment.
- Excellent understanding of good practice in contract management.
- Ability to manage, interpret and present large volumes of performance data from providers.
- Excellent ICT skills, especially Microsoft Office products; Excel essential, Access desirable.
- Experience in financial management.
- Strong organisational and administrative skills.
- Excellent written and spoken communication skills.
- Numeracy and literacy qualifications (e.g., GCSE English and Maths or equivalent).
- Knowledge of The Traffic Signs Regulations and General Directions.
