Decarbonisation Project Manager (Wave 3)

Asset Management – Operations

Reporting To:

Head of Asset Strategy Planning and Delivery

Responsible For:

External Consultants

Working pattern:

1 FTE (3 Year Fixed Term)

Role Purpose:

To lead the successful delivery of the Wave 3 retrofit programme (c.400 homes over a 3-year period), ensuring:

  • Full compliance with DESNZ funding conditions and PAS 2035/2030
  • Effective financial management and accurate reporting
  • Delivery of programme outputs within agreed timescales
  • High levels of resident satisfaction and value for money

Strong governance, risk management and audit assurance.

The postholder will act as an intelligent client, managing consultants, contractors and stakeholders to deliver high-quality retrofit outcomes.

Key Responsibilities

  • Lead the end-to-end delivery of the retrofit programme to agreed scope, time, cost and quality
  • Ensure compliance with PAS 2035/2030, TrustMark and all regulatory requirements
  • Coordinate delivery with wider capital programmes and organisational priorities

Undertake site visits and support design development to ensure quality outcomes.

  • Manage programme budgets, cashflow forecasting and financial reporting
  • Monitor costs, variations and contractor valuations
  • Ensure effective financial control and maximise grant drawdown

Identify and manage financial risks and exceptions.

Governance, Compliance & Reporting

  • Ensure full compliance with DESNZ grant conditions and audit requirements
  • Lead submission of monthly, quarterly and annual reports
  • Maintain programme assurance and evidence for audit and compliance checks

Ensure all works comply with CDM, Health & Safety and statutory requirements.

Stakeholder & Partnership Management

  • Manage relationships with DESNZ, local authorities, consultants and contractors
  • Engage internal stakeholders and provide clear reporting to senior management
  • Chair project meetings and contract progress meetings

Act as the escalation point for risks, issues and decision-making.

Resident & Customer Experience

  • Develop and implement a resident engagement and communication strategy
  • Ensure residents are informed, supported and engaged throughout delivery
  • Monitor satisfaction and embed continuous improvement

Ensure residents understand and maximise the benefits of installed measures.

Data, Performance & Continuous Improvement

  • Ensure accurate data collection, management and reporting
  • Monitor performance against KPIs and programme targets
  • Implement improved processes and systems to enhance delivery

Ensure timely and accurate handover of project data.

Leadership & Team Management

  • Lead and manage internal project teams and external delivery partners
  • Foster a high-performance, collaborative and customer-focused culture
  • Support training, development and continuous professional development
  • Identify, manage and mitigate programme risks
  • Implement change control processes for scope, funding or delivery changes
  • Ensure risks and issues are escalated and managed effectively

Success Measures

Success in this role will be measured by:

  • Delivery of programme within budget and agreed timescales
  • Full compliance with DESNZ and PAS requirements
  • Achievement of EPC and carbon reduction targets
  • High levels of resident satisfaction
  • Successful audit and assurance outcomes

Accurate and timely financial and performance reporting.
