HR Change Consultant (Full time)

Company: Dorset Council UK

Location: Dorchester

Posted: May 7th, 2026

What’s In It For You

This role allows for variety and visibility across the whole council. You’ll be involved in change affecting different services, building a breadth of experience that’s hard to replicate elsewhere.

You’ll be learning on the job alongside experienced colleagues, with access to development and learning opportunities throughout. And because this is a live transformation programme with real decisions being made, the work you do will have a direct impact—not just on processes, but on the people going through them.

A key part of this role will be collaborating with our HR Change Leads, supporting them as they deliver change programmes and, in turn, being supported to build your skills, confidence and experience in HR change within a large and complex organisation.

We work in a hybrid way, coming into the office when the work needs it.

What You Will Be Doing

Working closely with HR Change Leads and colleagues across the People and Workforce function, you’ll support the delivery of high‑quality, people‑centred change across the council. This is a varied role, offering the opportunity to contribute to a wide range of change initiatives.

You’ll support services through reorganisations, restructures, TUPE transfers and changes to terms and conditions, providing clear and professional guidance throughout. Partnering with managers and leaders, you’ll help ensure people transitions are handled confidently, compliantly and with care.

You’ll also produce and analyse management information to support change programmes, ensuring data is accurate and reflected correctly in HR systems. From early planning through to implementation, you’ll advise on policy, draft documentation, and support consultation processes, including engagement with Trade Unions.

Above all, you’ll play a key role in ensuring change is well‑planned, clearly communicated and grounded in sound HR practice.

About You

You’ll bring experience of organisational change gained through professional HR practice and/or a local government environment. You enjoy the detail and pace of people‑focused change and are confident working with managers at all levels.

You’ll be organised and detail‑oriented, able to balance competing priorities and deadlines. Alongside experience of supporting people management issues, you’ll have a strong understanding of employment law and how it applies within a change context, as well as a genuine interest in delivering change well.
