We have a new vacancy for a Project Support Officer (Traffic Regulation Orders) to join our Project Delivery Team based in County Hall, Norwich.

WSP's long-term contract with Norfolk County Council started in 2014 and has proved to be successful. This collaborative approach of technical excellence from WSP, combined with Norfolk County Council's enviable record of securing project funding, provides an opportunity to be part of some exciting and diverse opportunities.

As a Project Support Officer, your role will be at the heart of our high performing team. Using your strong organisational skills and attention to detail you will play a central role in supporting the safe and efficient management of Norfolk's road network.

A significant part of the role involves developing, coordinating, and progressing Traffic Regulation Orders linked to developer-led schemes, ensuring that new developments integrate safely and effectively with the existing highway network. These Traffic Regulation Orders (TRO) are the legal tools that allow the council to introduce measures such as speed limits, parking controls, and movement restrictions to help keep Norfolk's roads safe and easy to use.

In this Project Support Officer role your main responsibilities will be:

• Coordinate and manage the TRO lifecycle, including drafting documents, collating information, and supporting the legal consultation process.
• Work independently to prioritise tasks, meet deadlines, and ensure accurate and timely progress of TROs.
• Interpreting and analysing maps, drawings, and technical plans to support TRO preparation and review.
• Engage with stakeholders, including developers, engineers, legal teams, councillors, and the public to provide information, gather input, and resolve queries.
• Prepare clear and professional written communications to help draft the TRO and associated public notice, alongside reports and responses to stakeholder enquiries.
• Provide verbal communication and updates to colleagues, partners, and stakeholders as required.
• Maintain accurate records and ensure documentation is compliant with statutory and internal governance requirements.
• Assist with process improvements, data management, and coordination of TRO-related meetings or consultations.
• Provide ad‑hoc support to the Traffic Regulation Order Manager.

We'd love to hear from you if you have:

• Strong administrative experience, ideally in a process-driven or regulatory environment.
• Excellent organisational skills with the ability to manage multiple cases simultaneously.
• Confident communicator able to liaise professionally with developers, internal teams, councillors, and the public.
• High level of accuracy and attention to detail.
• Strong written skills, particularly for summarising responses and preparing formal documents.
• Good IT skills, including MS Office and digital mapping tools.
• Experience in a local authority, highways, planning or legal environment (desirable but not essential).
