About The Role
The Street Works Technical Officer will be part of our Traffic Management & Compliance service based in Barnet (Colindale). Reporting to the Street Works & Network Asset Manager, you will manage the process of reviewing licensing applications from works promoters and developers, control the TTRO process and procedures, report on performance and compliance metrics in line with relevant legislation, and provide technical guidance and advice for street works related matters.
Key Accountabilities
- Advise and approve works promoter’s plans for activities involving high levels of disruption or major works within the Borough.
- Draft temporary traffic orders/notices in line with current legislation to accommodate utility street works, S278 agreements, filming and cranes.
- Assess appropriate diversion routes for road closures or banned traffic movement and advise emergency services.
- Act as point of contact for proposed works submitted to the authority by road authorities responsible for trunk roads and motorways affecting Barnet’s road network; advise and approve plans as necessary.
- Assess the needs and requirements of S278 agreement works within the borough in accordance with construction management plans and the network management duty.
- Advise Network Management (Highways) team on major project traffic management and closures.
- Arrange works orders for facilitating signs and lines associated with issued temporary orders.
- Arrange temporary orders to accommodate filming requests on the highway.
- Support NRSWA/Permit team with all aspects of works, particularly advising on significantly disruptive & major work’s traffic management requests within the Borough.
- Lead on S50 & 171 works, arrange licence requirements and hold meetings with contractors to assess and approve works on the public highway.
- Prepare Traffic Management Act notifications to Transport for London when required.
- Assist the Street Works & Network Asset Manager with analysing performance statistics on all works promoters and produce periodic detailed reports identifying performance standards and enabling improvement notices.
- Investigate any issues resulting in failure to meet performance targets, report findings, and propose and implement corrective actions.
Financial Responsibilities
- Maintain daily, weekly and monthly records of the income related to the service for budget reporting.
- Support the team on drafting charges and invoices to works promoters and issue them on a monthly basis for agreement.
- Respond to challenges from works promoters regarding proposed charges and resolve them to maximise income.
About You
- Driving licence / Ability to travel around the borough.
- Membership of an appropriate professional body or evidence of working towards one.
- A good level of education enabling effective verbal and written communication and handling detailed and complex work.
