Job Title: Project Officer
Location: Merrion House, Leeds | Hours: 37 hours per week | Salary: PO2 £39,862- £42,839
The Council Housing Growth team delivers affordable homes to those in greatest need. The team has completed almost 1,200 homes in the last five years and aims to continue growth through the next delivery phase. The Council is committed to increasing affordable housing delivery over the next 10 years and is leveraging its own resources and opportunities from external funding programmes.
About You
You will bring experience of delivering built environment projects and contribute to successful project delivery through governance, reporting, and multi-disciplinary collaboration. You will be able to present complex information clearly and maintain relationships across project teams and with internal and external stakeholders.
Responsibilities
- Support the delivery of complex built environment projects through all Design stages (e.g., RIBA/lifecycle/Gateway) with competing workstreams, including multi-disciplinary teams.
- Contribute to effective project reporting, governance, and delivery, including drafting and presenting reports for senior officer approval.
- Apply project management methods and tools (risk logs, communications plans, project briefs, cost plans, procurement strategy reports) to deliver built environment projects.
- Present complex information clearly to stakeholders at all levels.
- Support and coordinate inputs from across project teams, interfacing with legal, finance, and technical areas as needed.
About The Role
You will support a range of complex projects to ensure financially viable, high-quality schemes are delivered on time within a commercial environment. You will work with a team of project management, technical, and commercial colleagues, and engage with internal commissioning partners and other stakeholders to provide key commercial, legal, and procurement support. You will also interface with project, technical advisory, and contract management consultants to ensure compliance, value for money, and effective commercial management, alongside partners.
Key Service Objectives (examples)
- Complete phases of housing and care schemes and progress the pipeline of new homes.
- Acquire additional ex-right to buy properties and progress housing fund initiatives with external funding where applicable.
- Support delivery model reviews and secure grant funding to maximise housing delivery over the next decade.
Qualifications and Essential Requirements
- Qualifications equivalent to APM PMQ or equivalent project management experience.
- Experience working on built environment projects and delivering complex schemes.
- Experience in project management across the design lifecycle, governance, and risk management.
- Ability to manage deadlines, prioritise workloads, and maintain robust project documentation and audit trails.
- Knowledge of procurement processes, contract management, and funding applications or bids to external bodies.
- Experience in stakeholder engagement and effective communication across diverse groups.
