Contracts Manager (Waste Disposal)

Location: Manchester (Hybrid)

Responsibilities

  • Manage the operational and performance monitoring aspects of the waste & resources disposal contracts, ensuring that output specifications are met or exceeded, and key targets are met.
  • Develop, implement and maintain new processes, systems and procedures for the effective management of the contracts, to aid continuous improvement in performance and service provision.
  • Provide technical advice in complex contractual areas and support all stakeholders in relation to the successful implementation and management of the contracts.
  • Build and maintain effective relationships with the contractors, Districts, elected members and external bodies and agencies.
  • Resolve contractual issues through negotiation with the contractor(s) and partner organisations.
  • Monitor compliance with the Performance Management Framework.
  • Verify contract payments and reconcile in accordance with the contracts and payment mechanism requirements.
  • Initiate business continuity and contingency plans to prepare for situations where the contractor(s) cannot deliver, ensuring service continuity for districts.
  • Identify, evaluate and apportion contract risk as part of an overall risk management framework, ensuring mitigating actions are in place and recorded in the Risk Register.
  • Manage, motivate and develop staff within the Contract Management Team to ensure the client function operates effectively and to a high standard.
  • Monitor and report on performance indicators and targets, including output requirements, deadlines and quality objectives, reviewing achievements against agreed targets and objectives.
  • Verify contract data and subsequent reporting – including waste data flow and other key statistical information – ensuring all data is accurate, fully documented and controlled, audited, and available on time to meet statutory obligations and other information provision requirements.
  • Actively promote and represent the Authority locally and nationally so that it develops and influences waste management at a local, regional and national level.
  • Provide full and timely responses to service requests, queries and complaints from the public, members, audit teams and other stakeholders as appropriate.
  • Liaise with the Waste Collection Authorities (Districts) to ensure any new collection services or changes do not adversely affect the waste disposal services’ contracts.
  • Manage the relevant capital and revenue budgets.
  • Assist in the provision of accurate and timely information for managerial, financial planning and reporting purposes.
  • Responsible for the development and implementation of appropriate contract management information systems.
  • Ensure awareness of Health & Safety policy and the responsibilities it places on individuals and teams.

Knowledge, Skills and Experience

  • Experience of working in waste management, including a good operational understanding of waste disposal facilities.
  • Competent computer skills, including advanced skills in the use of spreadsheets and databases.
  • Significant experience of collating, interpreting and analysing performance data.
  • Experience and knowledge of working with performance management frameworks and supporting systems.
  • Ability to collate, interpret and analyse data and information and present it in a clear and concise way.
  • Ability to produce comprehensive procedures and reports.
  • Experience of prioritising workloads in order to meet strict deadlines.
  • Excellent communication, both written (proficient in writing reports) and verbal.
  • Proven ability to work under pressure and to tight deadlines.
  • Ability to problem‑solve and have a solution‑focused approach.
  • Ability to liaise effectively with staff at all levels and with contacts outside the Authority.

This is a full‑time, permanent position working 9am‑5pm, Monday to Friday. The successful incumbent will split their working week between on‑site, office and working from home.
