Summary
Program Analyst (Data Systems) in the Manager, Radiological Controls Support Branch (Code 105.1S) of the Radiological Controls Office (Code 105) at Norfolk Naval Shipyard.
Responsibilities
- Serve as a functional program analyst for information handling services, specifications, and standards.
- Utilize appropriate communication protocol, research tools, subject‑matter experts, and other institutions and agencies to develop resolutions.
- Control access to various pages, ensuring all users have appropriate credentials to view materials.
- Ensure all websites, uploaded files, lists, and libraries are properly classified (e.g., NOFORN, FOUO, UNNPI).
Conditions of Employment
- Must be a U.S. citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct‑deposit pay program.
- New employees to the Department of the Navy must successfully pass the E‑Verify employment verification check.
- Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time‑in‑grade). These requirements must be met by the announcement closing date.
- Retired military members may be appointed within 180 days after retirement subject to U.S. Code 5‑3326.
- Males born after 12‑31‑59 must be registered for Selective Service.
- Must obtain and maintain an interim and/or final security clearance before entrance on duty; failure may result in withdrawal or removal of the offer.
- Work is performed in areas with potentially harmful physical and chemical agents; participation in medical surveillance programs is required.
- Position may require travel to CONUS and OCONUS, including remote or isolated sites; must be able to fly on military and commercial aircraft for extended periods.
Qualifications
GS‑11
- One year of specialized experience equivalent to the GS‑09 level in the federal service, or equivalent private/public sector experience, demonstrating the following:
- Management of information systems, office automation systems and processes, and computer applications (Microsoft Word, Outlook, Excel, PowerPoint, Access, CorelDRAW, Adobe Acrobat Pro, Citrix, AutoCAD).
- Use of Microsoft SharePoint, including creating websites, pages, lists, libraries, manipulating WebParts, and managing permissions.
- Maintenance of access to shared folders and mitigating high‑risk PII issues.
- Knowledge of computer systems, hardware, software, network security, and ability to instruct end users.
- Working knowledge of database structure, content, and access protocols.
GS‑12
- One year of specialized experience equivalent to the GS‑11 level, demonstrating the following:
- Application of knowledge and skill in using management information systems, office automation systems, and computer applications.
- Experience with computer hardware, software, network security, and instructional abilities.
- Use of qualitative and quantitative techniques for analyzing program effectiveness and efficiency, with knowledge of the Department of Navy mission and IT program objectives.
- Working knowledge of the Department of Navy and NNSY operating network infrastructure (NMCI, Command Net, NNPPNet).

Education (GS‑11 equivalence)
- Ph.D. or equivalent doctoral degree; or
- Three full years of progressively higher‑level graduate education leading to such a degree; or
- LL.M., if related.
- A transcript must be submitted if qualifying by education.
Experience refers to paid and unpaid experience, including volunteer work through national service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can translate directly to paid employment.
