Senior Business Rate and BID Officer
Merseyside, Liverpool
Contract: 1 day a week in the office
Pay: £34.34 per hour PAYE or £45.00 per hour limited paid via umbrella company inside IR35
Responsibilities
- Provide clear and inspiring leadership to the Business Rate and BID Team.
- Deliver first class service to all Businesses and the BID company, leading the management of the service and support efforts to continuously improve.
- Lead the administration of the BID Levy, including monthly reporting and attending liaison meetings.
- Support the annual billing process for Business Rates and supervise the operational service delivery.
- Ensure all processes and procedures maximise council income.
- Contribute to continual improvement of customer access, quality, cost‑effective services and promote a positive image of the City Council.
- Monitor performance, ensure agreed standards are achieved and maintained, and quality standards are met or exceeded.
- Use relevant ICT systems and assist in the creation, development and maintenance of records, files and statistical information.
- Safeguard billing and collection of Council Tax, prevent and detect fraud, and work with investigators and other organisations to tackle fraud.
- Assist with the development and maintenance of procedures and codes of working practice as part of a comprehensive quality approach to service delivery.
- Ensure compliance with the Data Protection Act and related legislation to protect dignity and rights of individuals.
- Ensure all duties and responsibilities comply with statutory requirements, policy and procedure, and undertake further duties commensurate with the grade of the post.
- Promote a positive work/life balance for personal workload and direct reports.
Qualifications
- IRRV Full Professional Qualification.
- Management Qualification Experience.
- Experience administering a Business Rates and/or Council Tax Billing and Collection function in a large Council.
- Knowledge of Business Rate, BID, Council Tax and related legislation.
- Direct experience managing and supervising staff at a senior level, including performance and productivity monitoring, training and negotiating skills.
- Experience delivering training.
- Experience monitoring and developing internal controls.
- Experience working with external and internal organisations to achieve effective service delivery.
- Experience directly contributing to the formulation, development and implementation of policy and practice.
- Experience reporting to committees, boards, steering groups, etc.
- Knowledge and understanding of city council services.
- Subject to a Disclosure and Barring Service (DBS) at the appropriate level.
