Job Overview

The roles are within the Business Design, Development & Delivery Team (BD3), a specialist operational team under the Digital Service Owner that focuses on managing business-as-usual (BAU) changes to operational teams and delivering larger transformational projects. The BAU work includes providing solutions to operational issues, implementing new policies, and continuous improvement (CI) of operational processes and digital systems. There are two roles, one will focus on the Power of Attorney Services (POAS) area and the other on the Supervision area, requiring travel between the Birmingham and Nottingham sites.

Responsibilities

  • Delivering on an upgrade schedule to replace MS Excel‑based tools used by operational staff with MS Power Platform solutions.
  • Working closely with the MoJ Power Platform team to understand functionality, learn how to build, test, and implement solutions.
  • Maintaining and fixing legacy Excel‑based IT solutions across POAS or Supervision. These existing tools are vital for the business but have been built by a number of users over the years and are in various maintenance states.
  • Collaborating with Business Change experts to maintain and develop these products in an agile way, ensuring maximum benefit is released for minimum risk and user feedback informs iteration and improvement of products.
  • Collaborating with Continuous Improvement, Implementation, Operational, Policy, and other stakeholders to build digital tools that add value and efficiency to the service.
  • Managing an Associate Small Systems Analyst (EO) if required, and responsible for their development in the same field of expertise.
  • Traveling between sites as required.

Qualifications

  • Proven experience in developing solutions using Microsoft Power Platform, including building, testing, and deploying applications.
  • Strong working knowledge of Microsoft Excel, particularly in maintaining and troubleshooting complex legacy VBA tools.
  • Familiarity with Microsoft Power Platform (Power Automate, Power BI) and integration with other Microsoft 365 services.
  • Analytical and problem‑solving skills: ability to assess existing PowerApps or Excel‑based tools, identify issues, and implement effective fixes or upgrades; strong analytical thinking to translate operational needs into digital solutions.
  • Agile and user‑centred development experience: working in agile environments, using iterative development and user feedback to improve digital products; demonstrated ability to collaborate with cross‑functional teams (e.g. Continuous Improvement, Implementation, Policy).
  • Project and stakeholder management skills: managing multiple projects and priorities, delivering solutions on time and to specification; strong communication and stakeholder engagement skills, especially with non‑technical users; inclusive approach that values differing opinions and perspectives.
  • Security clearance: Baseline Personal Security Standard (BPSS).
  • Desirable: Previous experience in a Change Management and/or Continuous Improvement environment.
  • Desirable: Understanding of POAS and/or Supervision business areas, processes, and ways of working.
