About the role

As Sourcing Lead, you will support the Senior Procurement Manager in delivering compliant, timely sourcing activity across NTS. The role plays a key part in ensuring procurement activity aligns with operational needs and organisational strategy.

You will develop and deliver a forward‑looking sourcing plan for the corporate portfolio and provide ad‑hoc support to the rail supply chain team as required. The role involves leading competitive tenders in line with the Procurement Act 2023 to deliver value‑driven outcomes while ensuring full compliance with internal governance and regulatory requirements.

What you’ll be doing

  • Deliver compliant, value‑driven sourcing solutions in line with the agreed sourcing pipeline
  • Develop and maintain a 12‑month sourcing plan aligned to NTS and business strategies
  • Lead and manage end‑to‑end tender processes in accordance with the Procurement Act 2023
  • Act as Tender Assessment Team Chair for Bronze and Silver procurements
  • Draft, review and approve sourcing strategies and contract award recommendations
  • Ensure all procurement activity meets legislative, regulatory and governance requirements
  • Provide robust management information and reporting to stakeholders
  • Support the Senior Procurement Manager in meeting commercial and regulatory obligations
  • Build effective relationships across NTS, NDA Group organisations and supplier base
  • Promote a culture of transparency, collaboration, and continuous improvement
  • Champion equality, diversity and inclusion across the function

Who we’re looking for

Experience

  • Experience running compliant procurement competitions under Public Contracts Regulations and/or Procurement Act 2023 (Essential)
  • Experience managing multiple projects to tight deadlines
  • Strong background in supplier negotiation and commercial delivery
  • Experience drafting and developing terms and conditions
  • Experience holding stakeholders and suppliers to account
  • Experience working within a regulated or industrial environment
  • Experience managing or coaching others

Knowledge

  • Strong understanding of contract law
  • Knowledge of CCS frameworks and their application
  • Understanding of procurement governance frameworks
  • Working knowledge of the Procurement Act 2023 and its application
  • Familiarity with procurement systems such as Atamis and Sage, or ability to learn quickly

Skills & behaviours
