About the Role
The Business Analyst will play a central role in establishing and growing a new Business Analysis practice, helping to define not just solutions, but also the standards, frameworks, and ways of working that underpin how we deliver.
Sitting between business stakeholders and technology teams, you will lead the translation of complex business needs into clear, actionable requirements, ensuring delivery is aligned to strategic objectives and measurable outcomes. As the practice develops, you will also contribute to shaping BA governance, tooling, and best practice approaches across Agile and Waterfall environments.
Within public sector programmes, you will operate in complex, highly governed environments, often engaging with senior stakeholders, policy teams, and third‑party suppliers. This includes navigating regulatory and compliance requirements, procurement frameworks, and ensuring solutions are secure, accessible, and deliver value for money. You will play a key role in ensuring delivery aligns not only to project goals, but also to wider organisational and societal outcomes.
As the practice grows, you will also support the development of junior Business Analysts, helping to mentor, coach, and embed consistent standards of analysis and delivery excellence across the team.
Through strong analysis, communication, and leadership, you will help shape a high‑performing BA function that enables successful delivery across complex programmes of work.
Key Responsibilities
- Lead the discovery, definition, and shaping of functional and non‑functional requirements, working closely with stakeholders and delivery teams to establish clarity, alignment, and shared understanding.
- Help define and embed Business Analysis standards, templates, and ways of working as part of a growing BA practice.
Produce and maintain high-quality artefacts such as business requirements, functional specifications, user stories, process maps, and use cases to support consistent delivery. - Support the definition of scope, delivery plans, and milestones, ensuring alignment across business, technical, and delivery stakeholders.
- Act as a quality gate for requirements and solution alignment, ensuring outputs meet business objectives and defined acceptance criteria.
- Identify and manage risks, dependencies, and issues, contributing to effective mitigation planning and delivery assurance.
- Analyse and optimise existing business processes, supporting the design of improved, scalable, and efficient ways of working.
- Contribute to Agile and Waterfall delivery frameworks, including participation in ceremonies, sprint planning, and end‑to‑end delivery support where required.
- Mentor and support junior Business Analysts, helping to build capability and consistency as the practice scales.
