Hours: 35 hours per week

Employment Type: Permanent

Salary: £62,908 – £68,529 (£34.47 – £37.55 per hour) • Includes Distant Islands Allowance.

You will be reporting to the Head of Marine Services. Working pattern is 0900-1700 Monday to Friday, with flexibility required to meet service demands. Flexible working arrangements may be discussed if feasible.

Role Overview

Orkney Islands Council is seeking an experienced and dynamic Senior Harbours Project Manager to provide leadership across the delivery of harbour‑related capital, maintenance and infrastructure projects. This senior Service Manager role within Marine Services carries responsibility for leading complex engineering and infrastructure programmes across Orkney's harbour estate. The postholder will ensure projects are delivered to high technical standards, are commercially robust, represent Best Value and fully comply with statutory, regulatory and safety requirements.

Responsibilities

  • Lead, manage and develop high standards of service delivery, continuous improvement and a culture of high performance within harbour‑related project delivery.
  • Support the Head of Service in setting strategic direction and ensuring effective governance, financial stewardship and outcomes across a diverse and high‑value asset base.
  • Work closely with the Head of Service, elected members, colleagues, regulators and industry partners to support the strategic development of Orkney's harbour infrastructure, maintaining safe, resilient and sustainable marine operations.
  • Deliver major infrastructure programmes in a unique island setting, ensuring compliance with statutory, regulatory and safety requirements.

Qualifications & Experience

  • Significant experience in infrastructure or engineering‑related project management.
  • Strong leadership and people management skills.
  • Sound commercial and financial judgement.
  • Experience with complex engineering and infrastructure programmes across a harbour estate is desirable.
