The Role
The Senior Asset Engineer will be responsible for providing technical leadership for the management, maintenance, and enhancement of railway infrastructure assets and the strategic asset technical expertise to ensure the safe, reliable and cost-effective operation of railway systems.
Role Responsibilities
- Develop and implement comprehensive asset management policies and strategies aligned with organisational objectives and industry standards by acting as the Discipline Lead for TfW’s Infrastructure, liaising and coordinating with internal teams and the Core Valley Lines (CVL) Infrastructure Manager to ensure the Welsh Government’s investment is protected.
- Provide technical expertise and guidance on complex engineering issues related to railway infrastructure by reviewing and approving engineering designs, modifications, and maintenance procedures and by evaluating new technologies and innovations for potential implementation in asset management practices and decision support tools to ensure that the Asset Management (AM) Services are delivered in-line with the obligations of the CVL Infrastructure Agreement (IA) and compliant to adopted Standards and Regulatory requirements.
- Lead asset management (monthly and annual) performance reviews for the discipline and challenge the Infrastructure Manager on the attainment of Asset Management Plan (AMP) commitments by checking the Services meets quality standards and regulatory requirements in accordance with TfW and the IM’s AM Governance Framework to ensure compliance with safety regulations, technical standards, industry best practices and IA’s obligations.
- Lead compliance assessments, develop and oversee corrective action plans for asset discipline-related activities by taking a leading role in audits and investigations to ensure the CVL IM’s Governance processes and procedures are fit-for-purpose and deliver on TfW’s Strategic Priorities and Infrastructure AM Objectives.
- Develop and maintain a prioritised 5-year renewals list for the Operational Properties and Structures by identifying where work is required based on asset performance and condition trends analyses to ensure the assets classes managed perform adequately over time in sustaining the train service frequency across the CVL.
- Provide subject matter expertise for future capital investment for Track, Off-track, Earthworks and Drainage owned by TfW by advising internal teams (inc. TfW’s Sponsors) on scheme scoping documents, requirements, technical approvals and handback to ensure TfW delivers competence technical support to its stakeholders.
- Work with the Standards Manager to lead the development of new CVL Standards for the discipline and to oversee their implementation by taking a leading role in briefing the new Standards and managing changes overtime to ensure they meet TfW’s needs in delivering the Welsh Government’s Transport Strategy for the CVL and the wider Cardiff Crossrail Programme.
Who We’re Looking For
- Chartered Member of the UK Engineering Council and a relevant Professional Engineering Institution or working towards.
- Experience in railway engineering, asset management and in managing/delivering engineering projects.
- Good understanding of engineering design principles and asset management principles and standards (e.g., ISO 55000)
- In depth working knowledge of railway standards and regulations with experience of implementing and complying with the statutory and regulatory requirements of infrastructure management and the safe management of infrastructure change.
- Experience of the application of risk-based methodologies, and managing safety critical infrastructure, in an asset rich regulated environment to improve safety and efficiency.
